A user will always use more needles and pass them on to other users.We have to be realistic when we look at this problem. The fact is , first and foremost , that we are dealing with people's lives – and the lives of people who are invariably some of the most vulnerable in our society. There are claims that we would make their drug use safer by supplying shooting - up kitchens , by giving them clean needles , or by the medical use of heroin – as stated in the report – and that this would make these people's lives better. The reality is that addiction is hell , addiction destroys.The only way to stop people from being addicts is by stopping them from using drugs. The only way to prevent people from relapsing into addiction is to take away their need for the drug. If you disbelieve what I say , do not bother looking at any of the so - called illegal drugs'. Look at the legal drugs that are available in Europe – alcohol and cigarettes – and see the damage that they cause

Die Realität sieht so aus , dass Sucht die Hölle ist ; Sucht ist zerstörerisch.Die einzige Möglichkeit , um Menschen daran zu hindern , süchtig zu werden , besteht darin , sie am Drogenkonsum zu hindern. Naturally , it is of the utmost importance to inform and consult Parliament about the reinstatement of the generalised tariff preferences. It would not only be ironical if Parliament was not to be consulted about the reinstatement of the preference system , as Parliament was consulted on the cancellation of the generalised tariff preferences , but totally unacceptable from a political point of view.Finally , let me call attention to an irritating detail. The result of the Commission's investigation has not been made public. I have in my capacity as a rapporteur asked Commissioner Marin on several occasions if I may study the contents of this report but have always been refused on the basis of some official legal reasons. I do not disbelieve the Commission's conclusions arising from the investigation but see it as a question of principle. Parliament must be able to study the documents in a matter of this sort. The least one can request is therefore for the rapporteur to have access to or to be able to study the investigation documents ; this is crucial when introducing tariff preferences.It has been a hard day's night for the Commissioner and for us all
Das Parlament muß die Unterlagen in einer Angelegenheit wie dieser einsehen können. Das mindeste , was man verlangen kann , ist Zugang zum Untersuchungsdokument wenigstens für den Vortragenden. Dies ist nicht zuletzt bei der Einführung von Zollpräferenzen wichtig.Es war ein weiter Weg für den Kommissar und für uns alle. Aber ich frage mich dennoch , Kommissar Marin , ob man nicht die Möglichkeiten für eine Lösung untersuchen sollte , so daß das Parlament in Zukunft auf irgendeine Weise Einblick erhalten kann. Daß es dieses Mal nicht möglich war , kann ich akzeptieren. Ich hoffe , daß das Parlament den Vorschlag einstimmig unterstützen wird , und daß der Rat am 24. März den Beschluß über die Abschaffung der Zollpräferenzen fassen wird. Alles andere wäre ein Skandal und würde eine starke politische Reaktion hervorrufen
