If my colleague Mr Voggenhuber spoke so despairingly about the behaviour of electors in Italy and Austria , perhaps he needs to remember that the European democracy he is so keen on means above all else respect for the wishes of the electorate

Madam President , a conflict has lasted ten days and nobody knows how many deaths have occurred on either side.This conflict drags on , with its trail of despairingly foreseeable consequences : epidemics raging through the towns , population movements that frighten neighbouring countries and regional instability that gets more worrying in the course of time.Furthermore , this conflict is being acted out in a sadly familiar context , scarred by poverty , limited educational facilities , health care and other public services.But , like Janus , poverty is two - faced. It fosters a culture of ingenuity and solidarity , whilst at the same time it nurtures the soil in which all manner of shady deals find sustenance. Of course , decent living conditions do not entirely eradicate the traffic of evil - we need only consider the healthy state of drug trafficking in Europe , as well as other black markets - but at least they partially drain the bogs in which they proliferate.One of the major difficulties , and also one of the great risks that this conflict poses to stability , is that it bolsters secular ethnic solidarity , whereas the African nations are less than forty years old and those persistent feelings of solidarity grew out of a decolonizing policy introduced at the end the period of European military expansionism which mainly consisted in drawing geo - strategic lines on maps , rather than taking account of human realities. One of the most recent causes has been the stagnation of joint development policies.At all events , the boundaries of these countries are firmly established and recognized internationally and we can only believe that the conflict and the restoration of peace in Guinea - Bissau have taken place under the auspices of the democratically elected Heads of State , the Senegalese head of State and the goodwill of the Gambian head of State.Our Parliament must apply its moral authority and political weight to persuade a regional institution such as the Organization of African Unity to intervene in this conflict and bring about a cease - fire and maintain peace. Frau Präsidentin , Guinea - Bissau gehörte bereits zu den ärmsten Ländern der Erde und wurde aufgrund dieser Tatsache manchmal als ideales Beispiel in den Dokumentarberichten über die traurige Situation der Dritten Welt herangezogen. Seit zwölf Tagen steht Guinea - Bissau beim Klang von Raketen und Maschinengewehren wegen des Militäraufstandes und dem Eingriff der verfassungsmäßigen Regierung und ihrer alliierten Nachbarländer Senegal und Guinea auf den Titelblättern der Medien der ganzen Welt.Die Bilanz könnte nicht verheerender ausfallen : Die Hauptstadt des Landes steht kurz vor der materiellen Zerstörung , die Bevölkerung flüchtet in Massen in die Nachbarländer , es wurde gemeldet , daß sich sechstausend Flüchtlinge in Dakar aufhalten und daß Lissabon und Kap Verde weiterhin Flüchtlinge aufnehmen , es herrscht ein dramatischer Mangel an Lebensmitteln und Medikamenten , es gab Hunderte von Toten der Zivilbevölkerung und eine unbekannte Anzahl von Verlusten innerhalb des Militärs.Die Verlängerung des bewaffneten Kampfes deutet auch darauf hin , daß sich die Wiedererlangung der Macht , obwohl sie fortschreitet , schwierig gestaltet , was zu einem nicht zu unterschätzenden Kräftegleichgewicht führen kann. Es muß dringend eine bilaterale Feuereinstellung als Vorbedingung für eine Verhandlung geben. Aber die Vermittlungsversuche , die sich in diesem Moment abzeichnen , sollten nicht zu weit gehen oder zu sehr verstärkt werden. In dem Gebiet ist eine Mission aus Gambia ; die OCP - LP bot sich an , im Konflikt als Vermittler zu wirken ; in dieser Entschließung des Europäischen Parlaments werden die Europäische Union und die UNO aufgefordert einzugreifen. Aber ein Konflikt zwischen Afrikanern sollte unter Afrikanern gelöst werden , daher ist die OAU die geeignete Organisation , um dies durchzuführen.Guinea - Bissau ist seit einigen Jahren eine Demokratie , auch wenn diese noch unvollkommen ist. Die Stabilität in Westafrika erfordert die Wiederherstellung der verfassungsmäßigen Ordnung , deren wichtigster Orientierungspunkt der Präsident Nino Vieira ist. Auf ihm lastet jedoch die politische Verantwortung , um jeden Preis zu verhindern , daß ein gewöhnlicher Militärkonflikt wieder in den alten , bekannten und endlosen Guerilla - Kampf ausartet , wobei die Erfahrung aus der Kolonialzeit der Geschichte eigentlich die Lektion erteilt haben sollte
