In the face of this situation , the Presidency proposed that the work of the summit should focus exclusively on the future of our relations with Russia , approaching the matter at two levels , naturally with the St Petersburg summit , as the datum plane for taking decisions

With no good rules , with no regard for the integrity and authenticity of languages with which the authors works are nourished , there can be no good , sound European cultural industry , nor can the authors creativity be guaranteed and assured for , without any rules , there would be no moral respect or specific remuneration.That is why we believe it important for the directive currently being prepared by the Commission on systems of technical identification of works to be issued shortly , as well as a directive updating fundamental concepts , such as that of public communication , distribution , reproduction , providing for exceptions that have to be made , that fill the void that still exists on private copy , that establishes the procedures for handling rights praising the task of the collective management companies and also the so - called single counter method , which is necessary for rights to be acquired more simply and more quickly in view of an increased multimedia environment
Wir sind gegen eine Auffassung von Information , wonach sich unter diesem allgemeinen Begriff alle Daten , alle Inhalte zusammenfassen ließen. Es gibt Informationen und Informationen ; es gibt Werke und Werke. Es gibt Autorenwerke , bei denen unterschieden werden muß , und bei denen ein notwendiger Schutz erforderlich ist. Ohne vernünftige Regeln , ohne Achtung der Integrität und Echtheit sprachlicher Inhalte von Autorenwerken ist eine einwandfreie und solide europäische Kulturindustrie nicht möglich , und es kann auch nicht die Kreativität der Autoren gewährleistet und sichergestellt werden , für die es ohne Regeln weder einen moralischen Respekt noch eine konkrete Vergütung gäbe.Daher halten wir eine kurzfristige Verabschiedung der derzeit bei der Kommission in Vorbereitung befindlichen Richtlinie über technische Identifikationssysteme für Werke für erforderlich ; es handelt sich um eine Richtlinie , durch die Grundbegriffe wie öffentliche Wiedergabe , Verteilung und Vervielfältigung aktualisiert und die erforderlichen Ausnahmen vorgesehen , durch die ferner die hinsichtlich der privaten Kopie noch immer bestehende Lücke geschlossen und die Modalitäten für eine Verwaltung der Rechte , durch die Gesellschaften kollektiver Verwaltung eine wichtigere Funktion verliehen wird , sowie die sogenannte Methode des einheitlichen Schalters festgelegt werden sollen , die erforderlich ist , damit angesichts zunehmender Multimedia - Werke die Rechte einfacher und schneller erworben werden können
