Mr President , we are now to deal with the issue of synthetic drugs. Europe is a world leader in the manufacture of synthetic drugs. That is not a fact to be too proud of. Large quantities of LSD , amphetamines , ecstasy and other synthetic drugs are produced every day in Europe , either for domestic consumption or for export to third countries. This large - scale and often organised production is a blot on Europe s copybook and undermines our credibility in the international struggle against organised crime
Herr Präsident , wir sprechen nun über das Thema synthetische Drogen. Europa ist einer der weltweit führenden Hersteller synthetischer Drogen. Darüber können wir nicht gerade stolz sein. Große Mengen LSD , Amphetamin , Extasy und anderer synthetischer Drogen werden täglich auf unserem Kontinent entweder für den Verbrauch innerhalb Europas oder für den Export in Drittländer hergestellt. Diese umfangreiche und oft organisierte Herstellung ist ein Schandfleck Europas und untergräbt unsere Glaubwürdigkeit im internationalen Kampf gegen das organisierte Verbrechen
Two and a half years have passed since then and we have seen neither the one proposal nor the other. That is a black mark on the European Commission's copybook.I am sorry because , on 14 September , in reply to a question in the European Parliament , you told us that there was no legal basis for us to do more. Yet , in May 2000 , you said that there was a legal basis and it was public health. The Commission should therefore draft a directive on the basis of public health and the European Parliament should give it its urgent attention

Mr President , the problem of food security and famine faced by 20% of the world's population is , without doubt , a blot on the copybook of modern civilisation and proves that capitalism is unable to resolve even basic problems. The salient features of this report are a hypocritical interest in the people and farmers of developing countries , wishful thinking and contradictions and its ultimate purpose is to offer those responsible for the problem an alibi so that they can continue with the very policy which is exacerbating the problem
