I would first like to repeat to the honourable Member the point that I made at the beginning that it is not for me , representing the Presidency in the course of today and in the course of this debate , to speak in terms of the decision - making of those 20 Prime Ministers that she identifies. I would however say that it rather ill befits her to suggest that there is a conflation between illegal immigration and human trafficking when the conference that I described on this important issue of human trafficking was entitled ‘Tackling human trafficking : policy and best practice in Europe’. This was a matter which , as I said , was taken forward by the British Presidency and therefore the allegation that she seems to be levelling that there is somehow a profound and perpetual confusion between illegal immigration and human trafficking seems , not least on the basis of the title of the conference , to be refuted by the evidence. Police are dismayed that the chances of a successful prosecution of traffickers are being undermined by a policy of deporting victims as illegal immigrants or making assistance conditional
Zuerst möchte ich der Abgeordneten gegenüber noch einmal bekräftigen , was ich einleitend zum Ausdruck gebracht habe , nämlich dass es heute und überhaupt in dieser Aussprache nicht meine Aufgabe als Vertreter des Rates ist , mich zur Entscheidungsfindung der besagten 20 Regierungschefs zu äußern. Für unangebracht halte ich aber ihre Behauptung , dass illegale Einwanderung und Menschenhandel miteinander vermengt werden , denn schließlich trug die von mir genannte Konferenz zum wichtigen Thema Menschenhandel den Titel „Tackling human trafficking : policy and best practice in Europe“. Wie ich bereits sagte , hat sich der britische Ratsvorsitz sehr dafür engagiert , und daher ist die Behauptung , dass illegale Einwanderung und Menschenhandel in einen Topf geworfen werden , wohl schon durch den Titel der Konferenz widerlegt. Die Polizei kann es nicht fassen , dass die Chancen einer erfolgreichen Verfolgung der Menschenhändler von einer Politik unterminiert werden , bei der die Opfer als illegale Einwanderer abgeschoben werden oder die Unterstützung von Bedingungen abhängig gemacht wird
The report speaks up for military border surveillance - aimed against whom , I wonder. - and for the use of military means to secure access to resources. The EU wants to develop a strategic partnership with NATO ; the report welcomes NATO's increasing capability of playing a role in out - of - theatre operations - and that in a report from the European Parliament. It also calls for a considerable strengthening of Europe's operational capacities , including air and sea transport , and the conflation of civilian and military is taken still further.The report amounts to a catalogue of demands aimed at the further militarisation of the European Union - demanding , among other things , more money for crisis operations , which will have to be found from the Community budget , which means new financial arrangements. After the games played on us with Athena , what is now being proposed is the introduction of a virtual military budget.We all know that the Treaty of Nice , quite rightly , outlaws any freestanding military budget for the EU ; that is why attempts are being made to resurrect the deceased EU constitutional treaty , for as it says , stresses the importance of the Treaty establishing a Constitution for Europe , which will bring about major progress towards a Security and Defence Union'
Die EU will eine strategische Partnerschaft mit der NATO aufbauen. Im Bericht wird die zunehmende Fähigkeit der NATO , eine Rolle in Einsätzen außerhalb ihres Bündnisgebietes zu übernehmen , begrüßt. Dies in einem Bericht des Europäischen Parlaments. Es wurde eine erhebliche Stärkung der Einsatzkapazitäten Europas einschließlich des Luft - und Seetransports gefordert , und die zivil - militärische Vermischung wird noch weiter vorangetrieben.Der Bericht ist ein Forderungskatalog für noch mehr Militarisierung der Europäischen Union. So wird mehr Geld für Kriseneinsätze gefordert , und diese sollen aus dem Gemeinschaftshaltshalt finanziert werden , also neue Finanzierungen. Nach den Tricksereien mit ATHENA wird nun vorgeschlagen , einen virtuellen Militärhaushalt einzuführen.Wir wissen alle , dass der Vertrag von Nizza richtigerweise einen eigenständigen EU - Militärhaushalt verbietet. Deshalb wird der tote EU - Verfassungsvertrag wieder bemüht ; es heißt : unterstreicht die Bedeutung des Vertrages über eine Verfassung für Europa , der wesentliche Fortschritte zu einer Union für Sicherheit und Verteidigung erbringen soll. Genau deshalb sind wir auch gegen diesen EU - Verfassungsvertrag. Was hier gefordert wird , ist eine EU - Militärunion.Die Punkte 51 und 52 des Berichts lesen sich wie ein Wunschkatalog derjenigen , die aus der EU genau diese Militärunion machen wollen : neue Waffen , mehr Geld dafür , dass die EU auch weltweit als Global player militärisch agieren kann
