As a result of the notorious Edinburgh Summit , where a number of worthy proposals were put on a bonfire by Mr Major , that particular proposal was withdrawn and has now come back to this Parliament as a mere directive. In my view , that is a retreat : it will not serve the interests of animals in zoos and amounts to a weak excuse for what we should be doing as parliamentarians
