It is important that alternative medicine , for example anthroposophy , homeopathy and chiropractic is allocated the same amount of working and development time as conventional medicine

In their present form , the directives cover all homeopathic products and preparation processes. We have not listed the various schools of homeopathy that exist in this area separately , and for a good reason. In my view , to enter into that kind of doctrinal dispute would be more likely to be damaging for homeopathic medicinal products. That is why we do not understand why only one of these schools , anthroposophic homeopathy , should be mentioned separately in the text of the directives. This does not mean we are against anthroposophy , it simply means that we do not wish to become involved in this doctrinal dispute. In our view , that would be going a little too far.As Mr Chanterie can imagine , the Commission is certainly sympathetic to the idea of a Community body which would be responsible for authorisation and assessment , including the question of labelling. After all , we have had extremely good experiences with the London agency for the authorisation of medicinal products. We shall consider whether a similar body could be set up. Of course , that would require the cooperation of the Member States. So we are saying quite clearly , as your report does , that the directives need to be supplemented and improved and we thank Parliament for its proposals
Die verschiedenen Schulen , die es in diesem Bereich gibt , werden von uns nicht gesondert aufgegriffen , und das aus gutem Grund. Das wäre nach meinem Dafürhalten für homöopathische Arzneimittel nun wirklich eher schädlich , wenn man sich in diesen Schulestreit einlassen würde. Deswegen verstehen wir auch nicht , warum nur eine dieser Schulen , die anthroposophische Homöopathie , gesondert im Richtlinientext erwähnt werden sollte. Das bedeutet kein Urteil gegen die Anthroposophie , sondern das heißt eben nur , wir wollen uns nicht in diesen Schulenstreit einmischen. Das halten wir für etwas zu weitgehend.Wie Herr Chanterie sich vorstellen kann , hat die Kommission durchaus Sympathie für eine gemeinsame Einrichtung , die bei der Zulassung und bei der Begutachtung auch von Kennzeichnungsfragen tätig wird. Wir haben ja die allerbesten Erfahrungen mit der Agentur in London für die Zulassung von Arzneimitteln. Wir werden darüber nachdenken , ob man das in einer ähnlichen Weise so einrichten kann. Dazu bräuchten wir natürlich die Mitwirkung der Mitgliedsländer. Wir sagen also eindeutig , wie auch Ihr Bericht , die vorliegenden Richtlinien müssen ergänzt und verbessert werden , und wir bedanken uns für die Vorschläge des Parlaments. Wir warten jetzt noch auf den Rat. Sobald die Stellungnahme des Rates vorliegt , werden wir uns an die Arbeit machen
Otherwise , homeopathy will simply be regarded as an unorthodox enterprise practised by charlatans. This would be very harmful to a discipline which is supported by some pharmacists and doctors.These conditions are as follows : firstly , a totally clear distinction must be made between homeopathy and anthroposophy. Some people have the impertinence to call the latter anthroposophic medicine , even adding the adjective homeopathic to this term. However , whether or not Mr Chanterie likes it , anthroposophy is just an example of unorthodox practices trying to jump on the homeopathic bandwagon. This strange mixture has been insidiously introduced by the rapporteur and must be firmly excluded.Secondly , the approval of a product must not mean that all the Member States have to accept a medicine which might have been accepted by only one of them , whose laxness could be dangerous and could put patients at risk.On the contrary , an assessment must be carried out in each Member State , in accordance with criteria providing full guarantees of quality and harmlessness - all of which , I must stress , is for the protection of patients.Fourthly , it is also dangerous to entrust the approval of these medicines to a Community body of experts whose scientific qualifications are not guaranteed by the proposed text.Fifthly , the names must be precise. We do not agree to fantasy names being used and , in our opinion , the approved therapeutic indication is perfectly adequate.Finally , it is essential that homeopathic medicinal products are not prescribed by any supposedly qualified person - and by whom would they be qualified. - but by a doctor , given that many doctors are also homeopaths.This is the aim of my amendment which , contrary to the proposed text , advises the user to consult a doctor only if symptoms persist
Im anderen Fall wird die Homöopathie nur als unseriöses Geschäft betrachtet werden , das von Scharlatanen ausgeführt wird. Dies wäre äußerst schädlich für eine Disziplin , die von den Apothekern und Ärzten , die sich dafür interessieren , befürwortet wird.Zu diesen Bedingungen gehört folgendes : Die Homöopathie muß sich eindeutig abgrenzen von der Anthroposophie , die von einigen anmaßend auch als anthroposophische Medizin unter Hinzufügung des Adjektivs homöopathisch bezeichnet wird , denn es handelt sich im Grunde genommen - ohne Herrn Chanterie zu nahe treten zu wollen - nur um unseriöse Praktiken , die sich auf eine homöopathische Grundlage stützen wollen. Diese vom Berichterstatter verfänglicherweise eingeführte Verquickung zweier Bereiche muß zweifelsfrei ausgeschlossen werden.Zweitens darf die Zulassung nicht alle Mitgliedstaaten zur Anerkennung eines Arzneimittels verpflichten , das in einem einzigen Mitgliedstaat anerkannt worden ist , dessen Nachlässigkeit gefährlich sein und für die Patienten ein Risiko bedeuten könnte.Die Beurteilung muß vielmehr in jedem einzelnen Mitgliedstaat anhand von Kriterien erfolgen , die alle Qualitäts - und Unschädlichkeitsgarantien bieten und somit , ich wiederhole , die Kranken schützen können.Viertens scheint es ebenfalls gefährlich , die Zulassung dieser Arzneimittel einer gemeinschaftlichen Instanz , bestehend aus Sachverständigen , zu überlassen , deren wissenschaftliche Kompetenz durch den uns vorgeschlagenen Text nicht abgesichert ist.Fünftens müssen die Bezeichnungen eindeutig sein. Wir akzeptieren keine Phantasienamen , und unserer Meinung nach ist die nachgewiesene therapeutische Indikation völlig angemessen.Das Wichtigste ist schließlich , daß die Verschreibung von homöopathischen Arzneimitteln nicht von irgendeiner sogenannten qualifizierten Person - von wem sollte sie im übrigen als qualifiziert eingestuft werden. - , sondern von einem Arzt vorgenommen wird , zumal eine ganze Reihe von Ärzten auch Homöopathen sind.Darum geht es mir in meinem Änderungsantrag , in dem im Gegensatz zum vorgeschlagenen Text dem Patienten empfohlen wird , einen Arzt zu konsultieren , wenn die Symptome andauern
