This being the case , it would be a highly dubious business to believe it is possible to buy raw materials at cheaper prices , and that is why we have stipulated and are stipulating that there be a special relationship between the regions in this regard.By way of conclusion , I should like to say a few words of a procedural nature. As the Commissioner is also aware , the Council has already made a decision. We are once again holding a discussion here despite the fact that everything has already been decided , and that is unacceptable. The matter has to be debated first. I hope that we can also make that clear in the Constitution once it has been ratified.We considered referring this matter back to committee out of pure annoyance , because , once again , we have been overlooked and our expert work is being ignored. However , we believe that this would project an outward lack of unity on our part in the WTO proceedings , and enable others to say : aha , they are not even agreed among themselves. Since we are in favour of strengthening and securing the EU position , we shall let it pass , but we should like to make clear where the Council’s weaknesses lie in some regards , and would ask Commissioner Kroes to communicate that in her role as Commissioner , so that she reconsiders her decisions

Sie wissen auch , Frau Kommissarin , dass der Rat bereits beschlossen hat. Wir diskutieren hier wieder einmal , obwohl schon alles entschieden ist , und das ist nicht zulässig. Sie haben die Diskussion abzuwarten. Ich hoffe , dass wir das in der Verfassung auch deutlich machen können , wenn sie denn einmal durch ist.Wir haben uns überlegt , ob wir hier nicht aus reinem Ärger eine Rückverweisung in den Ausschuss vornehmen sollten , weil wir wieder einmal hintangestellt worden sind und Sie auf unsere inhaltlich qualifizierte Arbeit überhaupt keine Rücksicht nehmen. Wir sind aber der Ansicht , dass wir dann in dem WTO - Verfahren nach außen hin Uneinigkeit demonstrieren würden und andere sagen könnten : Aha , die sind sich nicht einmal selbst einig. Wir sind dafür , dass wir die EU - Position stärken und absichern. Deswegen lassen wir es durchgehen , möchten aber in einigen Punkten doch einmal deutlich machen , wo der Rat Schwächen zeigt , und bitten Sie als Kommissarin dann , das auch zu vermitteln , damit Sie bei Ihren Entscheidungen noch einmal überlegen

I would like to express my gratitude to the Danish Presidency of the Council for having been able , while focussing their efforts on enlargement , to cooperate successfully with the Commission in guiding these enlargement negotiations to what is evidently a good result. The necessary compromises will have to be reached in a spirit of goodwill and will , of course - as Commissioner Verheugen so rightly said - have to be well - crafted , and I am sure that we will succeed in this.The discussion sparked off in connection with Turkey and the determination of a date has already demonstrated , in our sitting today , something that will be perpetuated in Copenhagen and subsequently in the media : no longer will anyone be rejoicing at our welcome for ten new countries ; no longer will people be talking publicly about the accession of Poland , Estonia and the Czech Republic ; instead , Copenhagen will become a summit on Turkey , and Turkey will be our sole topic of discussion. I see it as inordinately regrettable that we have manoeuvred ourselves into this situation , a blackmail scenario in which we have ESDP and NATO , American pressure , Iraq and the Cyprus issue to cope with. I do not think it right that this situation should come about.If the European Council is led by considerations of political logic - sometimes known in other places as opportunism - to decide to set a date , then I fear that the citizens of our Member States will say : aha , they are serious about this
Ich möchte gerade auch der dänischen Ratspräsidentschaft meinen Dank aussprechen , dass sie unter Konzentration ihrer Arbeit auf die Erweiterung in der Lage war , in erfolgreicher Zusammenarbeit mit der Kommission diese Erweiterungsverhandlungen offensichtlich zu einem guten Ergebnis zu führen. Die notwendigen Kompromisse werden mit gutem Willen und natürlich handwerklich sauber - Herr Verheugen , Sie haben völlig Recht - abzuschließen sein , und ich bin sicher , dass das auch gelingen wird.Die Diskussion , die im Zusammenhang mit der Türkei und der Festlegung eines Datums ausgelöst wurde , hat in dieser Sitzung heute schon etwas gezeigt , das sich in Kopenhagen und dann anschließend in den Medien fortsetzen wird : Niemand empfindet mehr Freude darüber , dass wir zehn neue Länder empfangen , niemand wird mehr öffentlich über den polnischen , den estnischen und den tschechischen Beitritt reden , sonders es wird ein Türkeigipfel , und wir haben eine Türkeidiskussion. Ich finde es außerordentlich schade , dass wir uns selbst in diese Situation hineinmanövriert haben und ein Szenario im Zusammenhang mit ESVP/NATO , amerikanischem Druck , dem Irak und der Zypernfrage zustande kommt , das uns so erpresst. Ich halte es nicht für gut , dass es so kommt.Wenn der Europäische Rat aus Gründen der politischen Logik , die andernorts manchmal auch Opportunismus genannt wird , zu der Entscheidung kommt , ein Datum festzulegen , dann fürchte ich , dass in unseren Mitgliedsländern die Bürger sagen werden : Ha , sie meinen es ernst. Zehn neue Länder , das wird ja schwierig genug , und da kommt ein Bindestrich : Türkei - die nächsten. Dann werden wir eine Diskussion haben , die uns in Schwierigkeiten bringen wird , wenn es darum geht , in unserer Öffentlichkeit positiv für den polnischen und den slowenischen Beitritt zu werben , und ich hoffe , dass man sich im Rat dieser Verantwortung bewusst ist und nicht zu kurzfristig denkt
