The European Union is the only example in history of a power that has grown through the voluntary accession of its neighbours. This extraordinary example set by Europe must be maintained when the Community is enlarged to encompass a further ten countries.It is not enough , however , to grow in body ; one must grow in mind as well - this European mind that the German philosopher Karl Jaspers characterised as the meaning of History , Science and Freedom'. Let us add solidarity to this list. We must develop the European spirit and prevent this spirit from being discredited at the forthcoming Brussels Summit by ridiculous displays of haggling and national self - interest , by arguments about who should pay more and who should pay less

Mr President , I think that the European Council that is about to take place , this time in Laeken , is of fundamental importance. We are at one of those pivotal moments , as Karl Jaspers would say. We will find that the introduction into circulation of euro notes and coins will increase the sense of belonging to Europe. Negotiations on enlargement will mean that a longstanding dream of many Europeans becomes reality. I think that the terrorist attacks against Washington and New York on 11 September have awoken the consciousness of European citizens , who are now asking for more Europe and better Europe.Therefore , your responsibility , Mr President - in - Office of the Council , is great indeed. But let me tell you that I think you are doing a very good job , and I would like to say that this Belgian Presidency has maintained an excellent attitude towards the European Parliament , one that has been based upon collaboration , participation , listening and , in short , the desire to work together
Herr Präsident , ich denke , wir stehen vor einem äußerst wichtigen Europäischen Rat , dem von Laeken. Wir stehen vor einer dieser Achsenzeiten , wie Karl Jaspers sie nannte. Aber lassen Sie mich Ihnen sagen , dass Sie meiner Ansicht nach eine sehr gute Arbeit leisten , und ich möchte in aller Öffentlichkeit betonen , dass sich diese belgische Präsidentschaft gegenüber dem Europäischen Parlament ausgezeichnet verhalten hat , in der Zusammenarbeit , in der Mitwirkung , in der Anhörung und insgesamt in der gemeinsamen Arbeit
