Aber wir müssen auch weniger kostspielige und mehr wettbewerbsorientierte Verwaltungsstrukturen für die sozialen Einrichtungen fördern , ohne daß der Grundsatz der Solidarität in Frage gestellt wird. Außerdem muß endlich die Arbeit in den Mittelpunkt der Gemeinschaftspräferenz gestellt werden und die unbefristete Beibehaltung der Mindestsozialleistungen für Langzeitarbeitslose aus Drittländern.Damit allein läßt sich die Arbeitslosigkeit jedoch nicht aus der Welt schaffen , gleichzeitig muß das Problem der Gleichberechtigung der Handelsbeziehungen in einer globalisierten Wirtschaft angegangen werden. Die entscheidende Frage dabei ist : wie kann ein Land oder eine Gruppe von Ländern in einer vollkommen offenen Wirtschaft ohne jeglichen Schutz morgen höhere Sozialleistungen beschließen als seine Nachbarn , ohne seine Belastungen zu erhöhen und sich dadurch selbst für den Wettbewerb zu disqualifizieren.Seltsamerweise wird dieses Problem - das die Kommission sehr wohl erkannt hat , wenn es um die Beziehungen zwischen europäischen Ländern geht , wie ich während der Aussprache von heute morgen betont habe - , von ihr vollkommen ignoriert , wenn es um die Beziehungen mit der restlichen Welt geht
