I do not want to understate the disagreements that we are seeing on the international scene , or the need to reach a rapid agreement , in Europe first and then in the United Nations , on the assessment of the risks which are actually facing us and of the diplomatic , political and military means by which we can protect ourselves against them

So wird in den Berichten des Europäischen Rechnungshofes ständig auf solche zu niedrigen Angaben hingewiesen , die von Griechenland bis Portugal immer wieder vorkommen.Im Falle der Änderung der Verordnung von 1996 , um die es hier geht , schlägt die Kommission vor , die Steuern und Beiträge unter Zugrundelegung der tatsächlichen Einnahmen und nicht der Veranlagungen bzw. Erklärungen aufgrund der steuerbegründenden Tatbestände zu erfassen.Die Kommission schlägt weiter vor , die nicht einziehbaren Beträge mittels eines Koeffizienten zu berücksichtigen , damit die tatsächliche Höhe des Defizits im Hinblick auf die Erfordernisse von Maastricht nicht zu gering angegeben wird.Es hat den Anschein , als ob es hierbei um rein technische Fragen ginge , doch ergeben sich daraus bedeutende politische Auswirkungen.Empfehlung für die zweite Lesung Piecyk
