This institutional torsion has begun. It is now a case of concentrating the effort on consolidating this institutional process for employment and other citizenship policies , while the mechanisms of monetary unification move onward. Not being able to see all the elements of an actual process is a political sin as great as prejudice
Diese institutionelle Kehrtwende hat schon eingesetzt : nun geht es darum , alle Anstrengungen auf die Konsolidierung des institutionellen Prozesses der Arbeitspolitik und anderer die Bürger direkt ansprechende Politiken zu konzentrieren , während die Mechanismen der Währungsunion weiterlaufen. Nicht alle Bestandteile eines reellen Prozesses zu sehen ist eine politische Sünde , die nicht minder schwer wiegt als Vorurteile
Mr President , this Parliament has always been concerned about the democratic deficit in the Community's decision - making process and the defence of proper rights of representation. But today our reformist horizon has broadened and especially includes overcoming the institutional deficit which penalizes certain Community policies as compared with others. The main achievement of the six months just ended has been to narrow this institutional gap , seeking a new internal balance between Union policies. Europe is no longer the monetarist monoculture it was six months ago , and that is an undeniable result.In Rome , at the tripartite conference with the social partners , and in Florence , the first institutional elements of a Community employment policy were outlined. Employment is not generated only by investment in the transEuropean networks - tarmacking is not governing - it is generated above all by the institutional capacity to apply torsion to the entire Community machine , gearing up the value added by employment and social cohesion
Herr Präsident , die Hauptsorge dieses Hohen Hauses war schon immer die eines gewissen Demokratiedefizits im gemeinschaftlichen Entscheidungsprozeß , also der Schutz seiner parlamentarischen Vertretungsrechte. Unser Reformbestreben ist heute umfassender geworden und beinhaltet nun insbesondere die Überwindung des institutionellen Defizits , das gewisse gemeinschaftliche Politiken im Vergleich zu anderen benachteiligt. Das bedeutendste Ergebnis der vergangenen sechs Monate sind der Abbau dieser institutionellen Kluft und die Suche nach neuen inneren Gleichgewichten unter den Politiken der Union. Aus dieser Sicht ist das Europa von heute nicht mehr die monetaristischen Reinkultur von vor sechs Monaten , und dieses Resultat ist unanfechtbar.In Rom auf der Dreierkonferenz mit den Sozialpartnern sowie in Florenz wurden die ersten institutionellen Grundsteine für eine gemeinsame Beschäftigungspolitik gelegt. Beschäftigung entsteht nicht nur als Folge von Investitionen für transeuropäische Netze - asfaltar no es gobernar - sondern vor allem aus der institutionellen Fähigkeit heraus , der gesamten gemeinschaftlichen Maschinerie einen Stoß zu versetzen in Richtung Mehrwert der Arbeit und sozialen Zusammenhalts
However , we really would like to give the Commission something to consider , because anyone who has ever been round those terminals , iron ore terminals and coal and steel terminals , in a number of ports in Europe will have seen what goes on there. Not only are cargoes dumped in the terminals but mechanical shovels are used as well and mechanical shovels can cause damage. In my opinion , this report provides a solution to this by specifying who must do what. This does not quite solve the whole problem of training though.However , what is not reported here is that part of the voyage comprises loading and unloading itself. The information about loading and unloading , whether twisting or torsion occurs in a ship , is not reported. In view of the fact that it is mainly ships of 15 years and over - just remember the discussion which we had about oil tankers and in which we ascertained that age is not always an indicator - that cause the majority of problems which result in these disasters , I should like to point out to the Commission that what goes on must be recorded in some way
Dieser Bericht sieht meiner Ansicht nach zwar eine Lösung dafür vor , indem aufgezeigt wird , wer was zu tun hat , die ganze Problematik des Lernens ist damit aber noch nicht gelöst.Nicht erwähnt worden ist allerdings , dass ein Teil der Fahrt aus dem Laden und Löschen selbst besteht. Über die Lade - und Löschdaten , darüber ob in einem Schiff ein Knick oder eine Torsion entsteht , wird nicht berichtet. In Anbetracht der Tatsache , dass vor allem Schiffe , die älter als 15 Jahre sind - erinnern Sie sich doch nur an die Diskussion , die wir über die Öltanker geführt und bei der wir festgestellt haben , dass das Alter nicht immer einen Hinweis liefert - , die meisten Probleme verursachen , die zu diesen Unfällen führen , möchte ich die Kommission darauf hinweisen , dass die Lade - und Löschvorgänge in irgendeiner Weise erfasst werden müssen.Abschließend sei gesagt , dass wir der Art und Weise zustimmen , wie die sonstigen Probleme in dem Bericht gelöst werden , Fragen im Zusammenhang mit der ISO - Qualitätskontrolle und vor allem auch dem Gemeinschaftsrecht , in das nunmehr einige der BLU - Codes übernommen werden
