Mr President , on behalf of the Group of the Greens/European Free Alliance , I should like to use the three minutes at my disposal to make a few telegraphic - style comments. First of all , as regards the diagnosis of the current situation , I shall not labour the point that the traditional economic , social and environmental indicators are not very good. The reports from the Commission are fairly clear on this matter

Mr President , with telegraphic brevity then , first of all congratulations to Mr Wynn on his report. On behalf of the Committee on Foreign Affairs , Human Rights , Common Security and Defence Policy , I have four points to make.The first point is that we fear that too restrictive a budget may actually prevent the European Union from playing its part on the international stage.The second point is that while we supported a transparent , flexible and simplified budget , we also very much want the European Parliament to retain control of it before any decision is taken
. Herr Präsident , lassen Sie mich im Telegrammstil zunächst Herrn Wynn zu seinem Bericht beglückwünschen. Im Namen des AFET - Ausschusses möchte ich vier Punkte ansprechen.Da ist erstens die Befürchtung , dass ein zu knapper Haushalt die Europäische Union daran hindern könnte , ihrer Rolle auf der internationalen Bühne gerecht zu werden.Der zweite Punkt ist , dass wir , nachdem wir einen transparenten , flexiblen und vereinfachten Haushalt unterstützt haben , ebenso nachdrücklich wünschen , dass das Europäische Parlament auch weiterhin vor jeder Entscheidung die Kontrolle darüber ausüben kann
Mr President , I should like , in a telegraphic way , to respond to and summarise what I think is the message from today’s debate concerning innovation , funding , risks , ethics and the regulatory framework. I shall take them one by one.On innovation , there is no doubt that nanosciences and nanotechnologies have a very high potential. Nanosciences are very much like information technology. So a breakthrough in this area would provide results for all sectors. That is why it is very important to pay close attention to innovation.If we were to compare ourselves to the United States , we would find that in many areas we are not lagging behind. However , the one area in which we are truly lagging behind is information technology
Herr Präsident. Ich möchte im Telegrammstil auf die Botschaft aus der heutigen Aussprache , wie ich sie verstehe , antworten und sie zusammenfassen. Es ging heute um Innovation , Finanzierung , Gefahren , Ethik und den ordnungspolitischen Rahmen. Ich werde mir eines nach dem anderen vornehmen.Zur Innovation : Zweifellos besitzen Nanowissenschaften und Nanotechnologien ein sehr großes Potenzial. Die Nanowissenschaften sind der Informationstechnologie sehr ähnlich. Das heißt , ein Durchbruch auf diesem Gebiet würde Ergebnisse für alle Sektoren zeitigen. Deshalb ist es so wichtig , dass man der Innovation besondere Aufmerksamkeit schenkt.Wenn wir uns mit den Vereinigten Staaten verglichen , würden wir feststellen , dass wir auf vielen Gebieten nicht hinterherhinken. Das Gebiet allerdings , auf dem wir wirklich hinterherhinken , ist die Informationstechnologie
