The European Union needs a democratic Constitution and cannot just stumble along with Nice. The debate that must take place on the Constitution has to be a European debate , and the letter sent by the three presidents of national parliaments shows that responsibility for the debate cannot be left at national level , but that there is a need for a truly European body , like this Parliament , to conduct it and – all right , yes , we must say it openly – to steer it as well
Die Europäische Union braucht eine demokratische Verfassung und kann sich nicht einfach mit dem Vertrag von Nizza recht und schlecht durchschlagen. Über die Verfassung muss eine europäische Debatte stattfinden. Das Schreiben , das die drei Präsidenten nationaler Parlamente verschickt haben , zeigt , dass die Verantwortung für diese Debatte nicht der nationalen Ebene überlassen werden darf , sondern dass sie von einem wirklich europäischen Gremium wie diesem Parlament geführt sowie – ja , sagen wir es ganz offen – auch geleitet werden muss
