Mr President , Madam Vice - President , ladies and gentlemen , while none of us has ever claimed to have all the answers , it is indeed depressing to see how the opponents of the EU who have seats in the European Parliament try to crush every measure with which we seek to advance the development of the European Union , with which we try to give our citizens a stake in this project , how they trample underfoot every little seedling we plant instead of nurturing it.Nobody here believes that political parties are an end in themselves. Every one of us believes that they are a potential means – a necessary means in a parliamentary democracy – of involving our citizens in the legislative process and adequately representing their views

Es ist schon bedrückend , wie die EU - Gegner , die ein Mandat im Europäischen Parlament haben , jede einzelne Maßnahme , jedes einzelne Pflänzchen , mit dem wir uns bemühen , die Europäische Union weiter zu entwickeln , den Bürger zum Beteiligten zu machen – niemand von uns hat gesagt , dass wir ein Patentrezept haben – , mit Füßen treten , statt es zu gießen.Niemand von uns ist der Auffassung , dass politische Parteien Selbstzweck sind. Jeder von uns ist der Auffassung , dass sie ein mögliches Mittel , ein notwendiges Mittel in der parlamentarischen Demokratie sind , um in der Gesetzgebung den Bürger zu beteiligen und ihn adäquat repräsentieren zu können
Mr President , I apologise for not being here when you first called me.A number of years ago , I , along with other Members of this Parliament , was involved when Europe provided funds for a study into having a ferry service between Ballycastle in County Antrim , Northern Ireland , and Campbeltown in Scotland. The study was dutifully carried out , proved to be good , and the ferry service started and ran for a short time.The Scottish Parliament agreed to provide GBP 700 000 , with the Northern Ireland Executive being prepared to provide GBP 300 000 , making a total of GPB 1 million as a seedling grant to get the service up and going. Now we find that , while the Scottish Executive is prepared to honour its position and to pay the money up front , the direct - rule minister , Maria Eagle , is refusing to honour her side of the agreement. That is totally unacceptable and wrong. I have raised this with the Secretary of State and with Commissioner Barrot and I want to pursue it as far as possible. The greatest obstacle to the self - determination of the inhabitants of Transnistria is the presence of Russian forces

Bitte entschuldigen Sie , dass ich nicht hier war , als Sie mich zum ersten Mal aufgerufen haben.Vor einigen Jahren war ich gemeinsam mit anderen Abgeordneten dieses Parlaments dabei , als die EU Fördermittel für eine Studie zur Einrichtung einer Fährverbindung zwischen der nordirischen Stadt Ballycastle im County Antrim und der schottischen Stadt Campbeltown bereitstellte. Die Studie wurde ordnungsgemäß durchgeführt und mit einem positiven Ergebnis abgeschlossen. Daraufhin wurde der Fährdienst aufgenommen und auch über kurze Zeit betrieben.Das schottische Parlament erklärte sich bereit , 700 000 britische Pfund beizusteuern. Die nordirische Regierung sagte 300 000 britische Pfund zu. Damit kamen Zuschüsse in Höhe von einer Million britischen Pfund zusammen , um den Fährdienst einzurichten und zum Laufen zu bringen. Jetzt stellen wir fest , dass die schottische Regierung zwar bereit ist , sich an ihre Zusage zu halten und die Zahlung im Voraus zu leisten , die für Nordirland zuständige britische Ministerin Maria Eagle sich aber weigert , ihren Teil der Vereinbarung einzuhalten
