This landscape formed and given a special character over many centuries by farming is threatened with economic ruin and emigration. The current agricultural policy is not applicable to the higher Alpine regions and 5b support is not being continued. Farmers in the Alpine valleys form the backbone of the economic and cultural life of large areas in some Member States , including above all Austria. This section of the population must not become the victim of an agricultural and structural policy which applies totally inappropriate standards. It is therefore absolutely necessary with regard to the maintenance of cultural and scenic diversity and to the strengthening of farming jobs in the Alps , to set up in this region their own target area
Die derzeitige Landwirtschaftspolitik ist auf die höher gelegenen Alpenregionen nicht anwendbar , und die 5 b - Förderung wird nicht fortgesetzt. Der Bauernstand in den Alpentälern ist das Rückgrad des wirtschaftlichen und kulturellen Lebens großer Gebiete einiger Mitgliedstaaten , darunter vor allem Österreich. Dieser Bevölkerungsteil darf nicht zum Opfer einer Agrar - und Strukturpolitik werden , die völlig verfehlte Maßstäbe anlegt. Es ist daher im Hinblick auf die Erhaltung der kulturellen und landschaftlichen Vielfalt und auf die Festigung des Arbeitsplatzes Bauernhof in den Alpen absolut notwendig , für diesen Bereich ein eigenes Zielgebiet einzurichten. Wir appellieren an den Rat und an die Kommission , den Einsatz der Mittel ausgewogener zu verteilen
After thirteen years , it is time to make an assessment. To this end the regulation which we are debating at the moment in Parliament is very useful , since from this assessment we can reach conclusions which will allow us to determine the position we must take. The assessment is clearly positive , although we must recognise that there are enormous worries and concerns attached to it , as the rapporteur has explained effectively. These concerns stem from what we are debating here , but also from other issues which are being studied and dealt with by this Parliament.I would like to take this opportunity to remind you that at the moment in the Canaries there is a lot of uncertainty with regard to the future of bananas , since the Canary Islands are Europe s top producer of that fruit , which is so important from economic , social , scenic and environmental points of view.However - and I repeat - today we are talking about Regulation 1911/91 concerning the application of Community Law to the Canary Islands. The arguments and explanations which the rapporteur has given us today are clear and describe the long journey made by the Canary Islands to arrive at the process of incorporation into the European Union
Dafür kommt uns die Verordnung , die wir jetzt im Plenum diskutieren , sehr gelegen , denn ausgehend von der Bilanz können wir Schlußfolgerungen ziehen , die unseren nunmehrigen Standpunkt bestimmen werden. Die Bilanz ist ohne Zweifel eindeutig positiv , wenn auch zugegeben werden muß , daß sie - wie der Berichterstatter sehr gut erläuterte - nicht frei von großer Angst und Sorgen ist. Sorgen , die sich aus dem ableiten , was wir hier behandeln , aber auch aus anderen Themen , die Gegenstand der Prüfung und Verhandlung durch dieses Parlament sind.Ich möchte bei dieser Gelegenheit daran erinnern , daß die Kanaren Zeiten der Ungewißheit in bezug auf die Zukunft der Bananen durchleben , da sie der größte europäische Exporteur dieser Frucht sind , die aus wirtschaftlicher und sozialer Sicht sowie für die Landschaft und Umwelt so wichtig ist.Aber - ich wiederhole - wir sprechen heute über die Verordnung Nr. 1911/91 über die Anwendung des Gemeinschaftsrechts auf die Kanarischen Inseln. Die Darlegung der Gründe und die Erklärung , die uns der Berichterstatter gegeben hat , sind deutlich und beschreiben den langen Weg , den die Kanaren in Europa bis zum Prozeß der Aufnahme in die Europäische Union zurückgelegt haben
