Mr President , in the current climate of restlessness and uncertainty in Indonesia , the tiniest detail is enough to spark an eruption of ethnic or religious violence. The riots in Kalimantan are no exception. Virtually every community in Indonesia with social or ethnic differences is a potential hotbed , now that the sub - districts , districts and provincial boundaries are being re - established or contested. In addition , local disputes regarding natural resources are increasingly fierce. A moratorium on every administrative change of boundaries or local administrative restructuring would be welcome , certainly until such time as law and order are restored in a credible manner and the situation in Jakarta becomes more stable. Military intervention is not the answer. General Suharto's implicit suggestion that a military coup against the current civilian government is under way to restore order in the country must therefore be condemned most emphatically. If I may put it like this , the LFEC must not be in any doubt as to the appreciation of the Portuguese and international communities of the historical aspirations that motivate their struggle
Herr Präsident. Schon beim geringsten Anlass kann es in dem heute durch Unruhen und Instabilität gekennzeichneten Indonesien zum Ausbruch ethnischer oder religiöser Gewalt kommen. Die Konflikte auf Kalimantan bilden hiervon keine Ausnahme. Jetzt , da die Grenzen der Unterbezirke , Bezirke und Provinzen neu gezogen bzw. in Frage gestellt werden , bedeutet nahezu jede Gemeinschaft in Indonesien mit unterschiedlichen Gesellschaften oder Volksgruppen einen potenziellen Brandherd. Zugleich werden die Bodenschätze Gegenstand immer heftigerer Auseinandersetzungen auf lokaler Ebene. Ein Moratorium für jegliche administrative Änderung von Grenzen oder für lokale Verwaltungsreformen wäre zu begrüßen , jedenfalls bis zur glaubwürdigen Wiederherstellung von law and order und bis zur Stabilisierung der Lage in Jarkata. Militärinterventionen sind dafür kein geeignetes Mittel. Die unterschwellige Andeutung von General Sutarto , gegen die derzeitige Zivilregierung stünde ein Militärputsch bevor , um im Land wieder Ordnung zu schaffen , muss denn auch mit allem Nachdruck verurteilt werden
