Mr President , this regulation raises a problem insofar as it enforces , in the area of identification of pet animals , the use of the electronic microchip - reputed to be tamper - proof - and spells the end of the use of tattoos , since microchips represent an effective , modern method that is more humane for the animal.Doctor Mouthon , however , a professor at the Maison - Alfort vet school in France , cast considerable doubt upon the reliability of the method. On 21 March 2002 , he demonstrated , before a witness , how easy it was to deactivate the microchips so as to render them unreadable using a simple electric device producing magnetic radiation
Herr Präsident , diese Verordnung wirft Probleme auf , indem sie zur Kennzeichnung von Heimtieren die Verwendung von angeblich hundertprozentig sicheren Mikrochips anstatt der Tätowierung vorschreibt , und zwar im Namen der Effizienz , der Modernität und des Tierschutzes.Vor kurzem hat jedoch Dr. Mouthon von der Veterinärhochschule Maison - Alfort in Frankreich nachgewiesen , dass die Verlässlichkeit dieses Verfahrens ernsthaft zu bezweifeln ist. Am 21. März 2002 hat er in Gegenwart eines Vollstreckungsbeamten demonstriert , wie leicht ein solcher Mikrochip mittels eines einfachen elektrischen Geräts , das magnetische Strahlen erzeugt , unwirksam und damit unlesbar gemacht werden kann , und zwar ohne Spuren zu hinterlassen und ohne Schmerzen zu verursachen
The comments I have just made do not deny the progress made , but put them into perspective. Still less does my group ignore the slight shift in the centre of gravity of the Commission towards Parliament which has just taken place , as this proves , in the eyes of the world , that it is possible to shift the position of seats of power , even those reputed to be untouchable , and this is very important. I would add that the working areas which have been opened up are of interest to us. In this respect , we shall be demanding but constructive partners. For all that , we cannot let ourselves be satisfied with administrative reform whilst our fellow citizens are asking us questions on the very meaning of Europe today. At this stage , therefore , we cannot , to our great regret , affirm our confidence in this Commission
Und das ist sehr wichtig. Ich möchte hinzufügen , daß der dadurch entstandene Handlungsbedarf auf unser Interesse stößt. Wir werden als fordernde und konstruktive Partner agieren. Allerdings können wir uns nicht mit einer Verwaltungsreform zufrieden geben , während unsere Mitbürger den eigentlichen Sinn und Zweck Europas hinterfragen. Unter diesen Umständen können wir der Kommission daher zu unserem großen Bedauern nicht das Vertrauen aussprechen. Ich erwähnte bereits , daß wir das Kollegialitätsprinzip innerhalb der Kommission für notwendig halten und unterstützen
