80 , 000 people from the Shan states and from the Karenni states have now been forcibly displaced , they have been abused and they feel abandoned by the whole world.We talk about the actions of oil companies , Unical and Total are involved in Burma and we understand that they are responsible for violations of human rights and for the fact that people have been forcibly removed from their land in Burma. It is my understanding , Commissioner , that current proposals , which have been made by the EU in relation to Burma are quite frankly very unlikely to have any impact whatsoever on that regime. These restrictions will not make the slightest different to the SLORC. I do not exactly see SLORC members queueing up for entry into the European Union
Ein derartiges Regime dürfen wir nicht beschwichtigen. Mit einem derartigen Staat können wir keinen Konsens finden. 80 000 Menschen aus den Shan - Staaten und den Karen - Staaten wurden inzwischen zwangsweise umgesiedelt. Sie wurden mißhandelt und fühlen sich von der ganzen Welt im Stich gelassen.Wir sprechen über die Aktionen der Ölgesellschaften : Unical und Total sind in Birma tätig , und wir wissen , daß sie dafür verantwortlich sind , daß es zu Menschenrechtsverletzungen kam und Menschen von ihrem Land in Birma vertrieben wurden. Nach meinem Dafürhalten , Frau Kommissarin , werden die derzeitigen Vorschläge , die die EU im Hinblick auf Birma gemacht hat , keinerlei Eindruck auf dieses Regime machen. Diese Restriktionen sind dem SLORC völlig gleichgültig. Es sieht mir nicht danach aus , als ob die SLORC - Mitglieder Schlange stehen , um in die Europäische Union einreisen zu können
There will always be several countries queueing up to get into the European Union.It is absolutely vital that the European Parliament , as the directly elected representative of the peoples of Europe , has a continuous and regulated involvement in this process , rather than appearing to give the process free rein initially but ultimately making a pronouncement about whether the outcome is acceptable. I therefore share the view that Parliament should be involved during the lead - in phase and during the accession agreements. On the other hand , I should like to prevent the European Parliament giving the wrong signal. We should not be slamming doors in the faces of the candidates even before the enlargement process has started. Therefore , I hope that we will be able to reach a compromise in this matter. On the other hand , in terms of the political significance of a request for transparency , a request for clarity , a request for information , even consultation if necessary , on these basic questions regarding the future of our Union , we are clear
Es werden immer wieder mehrere vor der Europäischen Union stehen und auf Einlaß warten.Angesichts dieses Prozesses ist es absolut notwendig , daß das Europäische Parlament als direkt gewählter Vertreter der Völker Europas hier kontinuierlich und geregelt involviert wird , nicht nur quasi am Anfang einen Blankoscheck zu diesem Prozeß abgibt und dann am Ende noch einmal sagen kann , was es davon hält , ob ja oder nein. Ich halte daher das Anliegen , auch während der Heranführungsstrategie , auch während der Beitrittspartnerschaften hier das Parlament zu involvieren , für richtig. Was ich dagegen vermeiden möchte , ist ein falsches Signal des Europäischen Parlaments. Es soll nicht an uns sein , vor dem Erweiterungsprozeß den Kandidatenländern die Tür vor der Nase zuzuschlagen. Daher hoffe ich auf einen Kompromiß in dieser Angelegenheit.Ich möchte den Rat darauf hinweisen , daß er nicht verkennen sollte , welche Bedeutung die von ihm auf dieser Grundlage mit uns geführten Diskussionen und Dialoge besitzen
