Of course , the IGC can accept them or refuse them. But what is certain is that , if these options are well - balanced , if they are specific , if they are well - targeted and if they are strongly supported , there will be little room for the Council to ignore them , otherwise the Council will not be fulfilling its political duty , or in any event it will be taking a risk. It will be at that point that the political responsibility of the Council will clearly be called into question. I therefore have great confidence in the way the Convention is going to develop. I will add another factor , which is that the Laeken declaration offers all of us who believe in a more integrated Europe a fantastic opportunity to engage in a little European pedagogy , in this respect at least. I am thinking in particular of young people. We must not only talk of perspectives , which is clearly very important , but at the same time we must try to educate young people in relation to Europe , to explain to them how we work , to explain to them that Europe deals much more directly with their concerns than people believe or than the press indicates. This is another way to use this Convention. I think that I have been clear about the Convention.The idea of a more integrated European diplomatic service has been mentioned. I believe that the conclusions of the summit contain a passage on consular cooperation. This is a start. The opening of common consulates will be a first step and I hope that we will go further

Aber sicher ist , wenn diese Optionen ausgewogen und präzise sind , wenn sie zielgerichtet sind und starke Unterstützung finden , bleibt wenig Raum für den Rat , sich darüber hinwegzusetzen , sonst würde er seiner politischen Verantwortung nicht gerecht oder würde zumindest Risiken eingehen. Damit wäre dann gewissermaßen die politische Verantwortung des Rates in Frage gestellt. Ich habe also großes Vertrauen in die Art und Weise , in der der Konvent sich entwickeln wird. Lassen Sie mich noch ein Element hinzufügen , dass nämlich die Erklärung von Laeken all denen , die glauben , dass ein stärker integriertes Europa besser ist , eine großartige Chance bietet , ein wenig europäische Erziehungsarbeit zu leisten. Ich denke dabei besonders an die jungen Menschen. Auch in dieser Weise kann der Konvent genutzt werden. Ich glaube , mich zum Thema Konvent klar ausgedrückt zu haben.Jemand sprach von der Idee eines stärker integrierten europäischen diplomatischen Dienstes. Ich glaube , die Schlussfolgerungen des Gipfels enthalten eine Passage über die konsularische Zusammenarbeit. Das ist ein Anfang. Die Eröffnung gemeinsamer Konsulate wäre ein erster Schritt , und ich hoffe auch , dass man darüber noch hinausgeht.Ich teile die Auffassung von Frau Lalumière , dass der Konvent sich nicht nur mit institutionellen Fragen , sondern auch mit dem Inhalt der Politiken befassen sollte
