If that is the case , we have not progressed one little bit since pagan times. No , equality means that we all participate in both working life and family life. Unfortunately , developments are not moving in that direction. On the contrary. I think , therefore , that paragraph 7 contains something very central , i.e. that EQUAL will be used as a testing ground for developing and promoting new ways of delivering employment policies. One can only hope that it succeeds. I should just like to say , in accordance with the Rules of Procedure , that if I am not here when the Commission responds - not that I have asked any specific questions , but I should nonetheless hope that the Commission has been paying attention - then that is because the Committee on Women s Rights and Equal Opportunities is meeting to discuss women in the decision - making process at the same time as the present debate is going on
Es hat also seit der Zeit der Sonnenkönige keinen Fortschritt gegeben. Nein , Gleichstellung bedeutet , daß alle am Arbeits - und am Familienleben teilnehmen. Leider geht die Entwicklung nicht in diese Richtung , ganz im Gegenteil. Ich finde daher , daß Punkt 7 etwas sehr Wichtiges aussagt. Hier heißt es nämlich sinngemäß , daß EQUAL als eine Art Laboratorium zur Entwicklung und Vermittlung neuer Methoden für die Durchführung von Beschäftigungspolitiken eingesetzt werden soll. Hoffentlich wird es gelingen. Und , Herr Präsident , ich möchte zur Geschäftsordnung noch folgendes anmerken. Wenn ich bei der Antwort der Kommission nicht anwesend bin - nicht weil ich einige spezifische Fragen gestellt habe , aber ich hoffe doch , daß sich die Kommission informiert hat - dann liegt das daran , daß zeitgleich mit dieser Debatte im Ausschuß für die Rechte der Frau und Chancengleichheit eine Sitzung über Frauen im Entscheidungsprozeß stattfindet. Diese Ausrichtung dient der interregionalen Zusammenarbeit , deren gemeinschaftlicher Mehrwert nicht vernachlässigt werden sollte

Unsere verehrten Ratsmitglieder haben sich , mit Verlaub gesagt , in dieser Materie bisher bewegt wie die Störche im Salat , mit äußerster Bedächtigkeit , hier und da mal ein Häppchen aufnehmend , aber ohne jegliche Bereitschaft zum entschlossenen Voranschreiten.Da wird erklärt , man müsse die britischen Wahlen abwarten , ehe es wirklich vorangehe. Diese Erklärung ist eine Schimäre. Nicht die britischen Wahlen verhindern den Fortschritt bei der Bekämpfung europäischer Kriminalität , sondern die mangelnde Bereitschaft zum gemeinschaftlichen Lösen dieser Probleme , und das nicht nur in Großbritannien , sondern auch in anderen Ländern. Und es wird gesagt , eine gemeinschaftliche Lösung verstoße gegen die nationalstaatliche Souveränität. Das ist ein Popanz aus dem letzten Jahrhundert , den einige Regierungen vor sich hertragen wie ein vorchristliches Götzenbild. Recht verstanden ist Souveränität Ausdruck nationaler Unabhängigkeit. Sie sichert die Verwirklichung nationaler Interessen. Heute ist nationale Souveränität der Vorwand , der mißbraucht wird , um eine gemeinsame Lösung wichtiger Probleme zu verhindern. So war nationale Souveränität nicht gedacht. Die so mißverstandene nationale Souveränität richtet sich gegen die Interessen der Bürger und streitet nicht für sie
