Insbesondere die hochaktiven Abwassertanks sind eine ernstzunehmende , ständige Bedrohung für die Ostküste Irlands , weil große Mengen an Strahlung freigesetzt würden , wenn die Kühltanks zu heiß werden.Der Bericht des Nuclear Inspectorate unterstreicht , daß die Menge an flüssigem hochradioaktivem Abfall auch in Zukunft schneller wachsen wird , als die BNFL sie verarbeiten kann. Die THORP - Wiederaufbereitungsanlage produziert ständig mehr Abfälle. Es ist dieselbe Anlage , der die Überwachungsbehörde für den Fall , daß der Rückstand nicht aufgearbeitet wird , rechtliche Schritte angekündigt hat. Bei der Wiederaufbereitung entstehen zwangsläufig große Mengen an flüssigem Abfall. Seit mehr als 40 Jahren wird in Sellafield hochaktiver flüssiger Abfall in Tanks gelagert , die ständig gekühlt werden müssen. Es ist jetzt dringend erforderlich , die Wiederaufbereitung einzustellen und die Tanks mit dem hochaktiven Abfall einem passiven Verfahren wie etwa der Verglasung zuzuführen
Mr President , ladies and gentlemen , the reports from the Commission and the European Monetary Institute on the transition to the single currency are prisoners of the financial criteria defined by the Maastricht Treaty and for this reason they present a completely superficial analysis on convergence between European countries. We need to examine more closely the underlying national realities in order to distinguish , over and above financial convergence criteria , three great criteria for divergence.Firstly , there is the divergence in the economic needs of the different countries. Levels of unemployment , labour costs , levels of tax and social security deductions , social and tax structures and the phases of economic cycles all differ greatly from one country to the next. At the beginning of next year , for example , the future Central Bank is to apply the same universal interest rate to economies which are about to overheat and to others which are in a state of slow growth. This seem completely impossible to us.Secondly , there is the divergence of political conceptions. On the eve of the launch of the single currency , essential questions regarding the management of the future monetary union have still not been resolved , such as those regarding its democratic supervision. Some want very little control , as stipulated in the Maastricht Treaty , under the pretext of the independence and even the sovereignty of the Central Bank , according to the extraordinary statement in the von Wogau report. Others want to put in place a form of control which was not anticipated in the Treaty , at the level of the European Parliament , others still would like that control to be carried out by national parliaments. Which view will prevail. We are jumping into monetary unification with our eyes closed.Finally , and above all , there is the divergence of public opinion. The single currency project does not enjoy massive consensus within Europe , something which would be absolutely essential in order for it to succeed. Even in some crucial countries , public opinion is clearly hostile. That is why the Group of Independents for a Europe of Nations is calling on the Council to take a global view of the situation and not to be limited by financial criteria , as stipulated in Article 109j of the Treaty. We call on the Council to realize that today monetary unification is not possible in an area such as Europe , where a number of different peoples co - exist , without running major risks. That is why , amongst others , we Greens are going to vote against EMU
Herr Präsident , liebe Kollegen. Der Bericht unseres Kollegen Karl von Wogau liegt auf der Linie des Gewaltmarsches zum Euro , der den Völkern Europas auferlegt wird. Sie freuen sich über die erfolgreiche Konvergenz , aber welcher Preis wurde auf dem Arbeitsmarkt für diese Ergebnisse bezahlt. Eine Währungsunion von Ländern mit sehr unterschiedlicher Produktivität wird zu zusätzlicher Arbeitslosigkeit in den weniger produktiven Ländern führen und die anderen Länder zu beträchtlichen Solidaritätstransfers zwingen , was dann wieder den Steuerdruck erhöht. Dazu gibt es das deutsche Vorläufermodell aus der jüngsten Geschichte mit Arbeitslosigkeit im Osten und Steuererhöhung im Westen zur Unterstützung des Ostens ; so sah die deutsche Währungsunion im Endeffekt aus.Die Kommission mußte das in ihrem Bericht vom 25. März 1998 wohl anerkennen. Ich zitiere : die außerordentlichen Kosten in Zusammenhang mit der deutschen Währungsvereinigung sind nach wie vor deutlich spürbar. Die Wiedervereinigung im Währungsbereich war jedoch aus politischen Gründen , über die ich nicht urteilen will , gewollt , und es war klar , daß das verheerende Auswirkungen auf die Wirtschaft haben würde. Ebenso ist in Europa der Euro das Ergebnis des politischen Willens , alles Nationale auszulöschen , ohne die Völker per Volksentscheid dazu zu befragen und ohne die damit verbundenen wirtschaftlichen Kosten zu berücksichtigen. Dies wird zu einer politischen Situation führen , die nur schwer zu handhaben ist. Wenn die französischen Bürger eines Tages begreifen , daß die Instanz , die die Macht hat , in ihrem Land Arbeitslosigkeit zu schaffen , ihren Sitz in Frankfurt hat , dann wird das dem Zusammenhalt unserer Völker schaden.Zudem wird die Demokratie aufs Spiel gesetzt. Im Bericht unseres Kollegen heißt es ausdrücklich , daß die Währungssouveränität - es wird wohlgemerkt das Wort Souveränität verwendet - ihren Sitz in Frankfurt hat. Der Haushalts - und Steuer - Souveränität sind durch den an anderer Stelle angesiedelten Stabilitätspakt Zügel angelegt. Arbeitslosigkeit und technokratische Macht , das bringt uns das ein. Ich glaube kaum , daß die Völker eine solche Politik akzeptieren. Sie verheißen uns Wohlstand und Demokratie
