| We who are responsible for their education and , as politicians , have to be the most reliable interpreters of what it is that our people want , are under an obligation to condemn the sources of this violence and identify the most effective ways of combating it. In point of fact , this Community of ours is committed to combating violence , by stressing the principle of the right to life , to security , to freedom and to physical and mental integrity through a whole array of programmes , not least those which we are today trying to bring to completion. The Daphne programme combats violence against women , minors and children ; it is a programme which has combated violence within the family , through ill - treatment and sexual abuse of children and partners , and the kind of violence we see in daily life , in the form of rape , sexual violence and molestation , harassment at the workplace and so on , a true battle of values and civilisation | Wir , die wir für ihre Erziehung verantwortlich sind , sollten - auch als Politiker - die treuesten Fürsprecher der von den Bürgern erhobenen Forderungen sein ; wir haben die Pflicht , die Wurzeln dieser Gewalt aufzudecken und die wirksamsten Methoden zu ihrer Bekämpfung zu ermitteln. Unsere Europäische Gemeinschaft hat sich wirklich im Kampf gegen Gewalt engagiert und den Wert des Rechts auf Leben , Sicherheit und Freiheit sowie auf körperliche und geistige Unversehrtheit in einer ganzen Reihe von Programmen bekräftigt , nicht zuletzt mit dem , dem wir heute den letzten Schliff zu geben versuchen - dem DAPHNE - Programm , das Maßnahmen zur Bekämpfung von Gewalt gegen Frauen , Jugendliche und Kinder enthält. Durch dieses Programm wurde die Bekämpfung der in der Familie verübten Gewalttaten - wie Mißhandlungen und sexueller Mißbrauch von Kindern und Ehepartnern - sowie der Gewalt in der Gesellschaft allgemein - Vergewaltigung , sexueller Mißbrauch , sexuelle Belästigung , Einschüchterung am Arbeitsplatz usw |
