Various technological methods are used whose impact on health has not been seriously analysed. This is true for electromagnetic fields , for the microwaves used for mobile telephones , for the glutamate used in food and also for the agricultural chemicals that have caused human fertility to fall over the last 30 years in western countries.It is outrageous to hear a European Commissioner state , here before the House , that the market will decide whether a product is good or bad

Auch bestimmte technologische Mittel werden eingesetzt , ohne daß man ihre gesundheitlichen Auswirkungen genau analysiert hätte. Dies gilt beispielsweise für elektromagnetische Felder oder für die Mikrowellen der Mobiltelefone , aber auch für das Glutamat in Nahrungsmitteln sowie für landwirtschaftliche Einsatzmittel , die dazu geführt haben , daß die menschliche Fortpflanzungsfähigkeit in den westlichen Ländern in den letzten dreißig Jahren zurückgegangen ist.Es ist ein Skandal , wenn ein europäischer Kommissar hier in diesem Kreis sagt , der Markt werde entscheiden , ob ein Erzeugnis gut oder schlecht ist
Various systems have now been introduced at local and national level , but they are not compatible. Obviously , to avoid problems , they have to be harmonised. The excellent aim of this Commission proposal is that each and everyone should have just one contract and every vehicle just one box , for the internal market to function properly. This is only reasonable. I agree with Mrs Sommer that the interoperability of road tolls is the objective , rather than the means of achieving it.I would disagree somewhat with the Commission : in my opinion , we need to be more flexible as far as local authorities are concerned , because then good , viable schemes already in operation would not have to be scrapped just because satellite systems are being adopted too rapidly. The fact that the systems should be mutually functional is the goal , not that they should work using microwaves or any other waves
Es sind bis heute die unterschiedlichsten Zahlungssysteme auf regionaler und nationaler Ebene eingeführt worden , die allerdings nicht miteinander kompatibel sind. Klar ist , dass diese Systeme , um künftig Probleme zu vermeiden , harmonisiert werden müssen. Das überragende Ziel des jetzt vorliegenden Vorschlags der Kommission besteht entsprechend auch darin , dass jedermann jeweils nur einen Vertrag abschließen und dass in jedem Fahrzeug immer nur ein Gerät installiert werden muss , damit der Binnenmarkt ordentlich funktioniert. Das ist nur vernünftig. Ich bin derselben Meinung wie Frau Sommer , dass nämlich die Interoperabilität der Mauten das Ziel ist und nicht das Mittel , um dieses zu erreichen.In einem Punkt bin ich etwas anderer Meinung als die Kommission : Meiner Meinung nach müssen wir den Behörden vor Ort mehr Flexibilität einräumen , damit bereits existierende , gut funktionierende Systeme nicht einfach deshalb ausrangiert werden müssen , weil zu übereilt auf satellitengestützte Systeme umgestellt wird
Mr President , the Tamino report is extremely important in that it describes how the increased use of electrical appliances , computers and cellular phones has led to the presence of more sources of microwaves and electromagnetic fields in the environment. How radiation from these appliances affects people's health in the short and long term is something we know very little about. One might say that we are guinea pigs in our own development. Nevertheless , we suspect that radiation can cause cancer , changes in the workings of the nervous and immune systems , cell activity and so on.The conclusions reached by the Commission and the committee of experts are clearly at odds with a large number of scientific publications , which have been ignored in the Commission's proposal. In its recommendation to the Member States , the Commission states that there is no convincing evidence to suggest that extremely low - level magnetic fields cause genetic damage and that they are therefore unlikely to lead to the onset of cancer

Der Bericht Tamino ist ein besonders wichtiges Dokument , da es hier um die Zunahme der Mikrowellenstrahlung und der elektromagnetischen Felder in unserer Umwelt geht , verursacht durch die rasche Entwicklung elektrischer Geräte , Computer und Mobiltelefone. Wir wissen allerdings noch nicht viel darüber , wie diese Apparate und Strahlungen die menschliche Gesundheit kurz - und langfristig beeinflussen und sind daher sozusagen unsere eigenen Versuchskaninchen. Es besteht jedoch Grund zu der Annahme , daß diese Strahlung u. a. Krebs , Veränderungen des Nervensystems , des Immunsystems und der Zellaktivität hervorrufen kann.Die Bewertungen der Kommission und des Sachverständigenausschusses stehen in klarem Widerspruch zu einer Vielzahl wissenschaftlicher Veröffentlichungen , die im Vorschlag der Kommission nicht angeführt sind. In ihrer Empfehlung an die Mitgliedstaaten erklärt die Kommission , es gebe keine experimentellen Beweise dafür , daß sehr schwache EMF zu genetischen Schädigungen führen , deshalb sei es äußerst unwahrscheinlich , daß irgendwelche kanzerogenen Wirkungen bestehen. Eine solche Behauptung kann jedoch nicht aufgestellt werden , wenn sie nicht gesichert ist und es außerdem dazu aus anderen Quellen abweichende Erkenntnisse gibt
