On the contrary , we have to recognise , on behalf of our forebears , that the evil deeds that were committed were morally debatable , if not downright reprehensible. We must also tell the victims , past and present , that we know that our history has not always been glorious and that by admitting as much , obviously on behalf of others , we are showing our intention of recognising their right to extenuating circumstances and , having said that , we must propose a true partnership , based on mutual respect , and far removed from the humiliating paternalism and miserly gestures of a self - satisfied and satiated lady of the manor.I should therefore like , for a moment , to come back to the result. I believe that the result obtained at Durban opens up positive prospects for the continuation of the dialogue between North and South

Ferner geht es darum , den damaligen und den derzeitigen Opfern zu sagen , dass wir wissen , dass unsere Geschichte nicht immer ruhmreich war , dass wir mit diesem Eingeständnis , welches wir natürlich stellvertretend für andere machen , ihren Anspruch auf mildernde Umstände anerkennen möchten , und dass es demzufolge gilt , eine wirkliche Partnerschaft vorzuschlagen , die auf gegenseitiger Achtung beruht und frei ist von demütigender Bevormundung , von erniedrigenden Gesten selbstherrlicher und blasierter Mildtätigkeit.Doch nun wieder zurück zum Ergebnis. Ich glaube , dass das Ergebnis von Durban positive Perspektiven für die Fortsetzung des Nord - Süd - Dialogs eröffnet. Die Europäische Union hat das unermessliche Leid , das die vergangenen und gegenwärtigen Formen von Sklaverei und Menschenhandel verursacht haben , wo immer sie zur Anwendung kamen , sowie die verwerflichsten Erscheinungsformen des Kolonialismus anerkannt und verurteilt
Not all the problems have been solved yet. The absurd episode surrounding the 751st seat mandate and the President's voting rights made this clear. There should be no question at all of the Council not being authorised to remove an elected Member's right to vote - irrespective of position. I am grateful that both the President as well as Parliament's representatives at the Intergovernmental Conference have quickly and palpably made this clear.Nevertheless , there is a problem here. It concerns Parliament's composition , which remains unclear as from 2014. I am convinced that it will involve finding a system that defines and governs Parliament's composition according to objective criteria , irrespective of political caprice. It cannot be true that the Council effectively distributes Parliament's seats as if it were lord of the manor. We have to strive towards this until 2014.One important advance has not perhaps been recognised sufficiently to date : the strengthening of the principle of subsidiarity. This is a very important step in involving national Parliaments in responsibility for European legislation as far as subsidiarity is concerned. Subsidiarity and the demand for it strengthen the Community and do not weaken it , Commission President. We shall also be striving for this in the future
Mandat , das Stimmrecht des Präsidenten , hat dies deutlich gemacht. Es dürfte ja wohl keine Frage sein , dass der Rat nicht legitimiert ist , einem gewählten Abgeordneten - gleich in welcher Position - sein Stimmrecht zu beschneiden. Ich bin dankbar , dass sowohl der Präsident als auch die Vertreter des Parlaments in der Regierungskonferenz dies rasch und eindeutig klargemacht haben.Gleichwohl liegt hier ein Problem. Es betrifft die Zusammensetzung des Parlaments , die ja ab 2014 noch unklar ist. Und hier geht es nach meiner Überzeugung darum , ein System zu finden , das unabhängig von politischer Willkür die Zusammensetzung des Parlaments nach objektiven Kriterien regelt und festlegt. Es kann nicht angehen , dass der Rat gewissermaßen nach Gutsherrenmanier die Parlamentssitze zuteilt. Darum müssen wir uns bis zum Jahr 2014 noch bemühen.Ein wichtiger Fortschritt ist vielleicht bisher noch nicht hinreichend gewürdigt worden : die Stärkung des Subsidiaritätsprinzips. Das ist ein ganz wichtiger Schritt , um auch die nationalen Parlamente in die Verantwortung für die europäische Gesetzgebung einzubinden , soweit die Subsidiarität betroffen ist. Denn Subsidiarität und die Forderung danach stärken die Gemeinschaft und schwächen sie nicht , Herr Kommissionspräsident. Darum werden wir uns auch in Zukunft bemühen. Ich kann die nationalen Parlamente nur auffordern , von diesen neuen Möglichkeiten auch intensiv Gebrauch zu machen
ApplauseMr President , Mr President - in - Office of the Council , instead of an Employment Union we're getting a Defence Union. That is the uninspiring outcome of the German Presidency and the inauspicious message it sent out. The hastily adopted Agenda 2000 , which is to secure the financing of the Community and its enlargement , is a half - baked piece of work. Agricultural reform failed to open the door any further to the Applicant States of Central and Eastern Europe. Immediately after the Berlin Summit the Federal Government itself commented that agricultural policy would need to be reformed again in view of enlargement. Not even the nomination of Romano Prodi as President of the Commission was able to camouflage the poor results produced by this Summit. The German EU Presidency took no action to at least put a brake on the euro's continued decline in value on foreign exchange markets.The crisis facing the European Single Currency was not even on the agenda in Cologne. Not a single decision was taken on the taxation of international speculative movements of capital or the fight against tax dumping and tax havens within the Union. As a German MEP , it saddened me greatly that national egotism was to become the hallmark of the German Presidency. The crass way in which the European Directive on end - of - life cars was blocked solely to serve the interests of a German car company caused dismay , as did the overdue appointment of ex - Minister to the Chancellery , Hombach , as envoy to the Balkans and the lack of understanding of the goals and nature of French politics.It became clear that in many Member States , people felt they had been duped by this lord of the manor approach to European policy. Our group is as emphatic in its appreciation of the Cologne Summit Decision , which it intends to actively support , so as to further strengthen the fundamental rights of the citizens in the future , as it is resolute in its criticism of the Employment Pact. Since unemployment continues to languish at a high level , this Pact does not merit its name. Indeed , that is one of the reasons why such a shockingly large amount of people stayed away from the European elections. The people of Europe do not understand why European employment policy should degenerate into sound bites. Binding and verifiable , quantitative goals must at last be agreed for economic growth and the fight against unemployment. We vigorously declare our support for a socially responsible Europe and that is why we will not tolerate people lightly putting the social cohesion of the Union at risk , preaching restraint in matters of pay and calling the social security systems into question
Stückwerk blieb die hastig verabschiedete Agenda 2000 , die die Finanzierung der Gemeinschaft und ihre Erweiterung sichern soll. Die Agrarreform hat die Tür für die mittel - und osteuropäischen Beitrittskandidaten nicht weiter geöffnet. Bereits nach dem Berliner Gipfel räumte die Bundesregierung selbst ein , daß die Agrarpolitik mit Blick auf die Erweiterung nochmals reformiert werden müsse. Auch die Nominierung von Romano Prodi zum Kommissionspräsidenten vermochte die mageren Ergebnisse dieses Gipfels nicht zu übertünchen. Nichts unternahm der deutsche EU - Vorsitz , um den permanenten Außenwertverfall des Euro zumindest abzubremsen.Die Krise der Europäischen Gemeinschaftswährung stand nicht einmal auf der Tagesordnung in Köln. Kein einziger Beschluß zur Besteuerung der internationalen spekulativen Kapitalbewegungen oder zur Bekämpfung von Steuerdumping und Steueroasen in der Union wurde gefaßt. Als deutsche Abgeordnete hat es mich sehr betroffen gemacht , daß nationaler Egoismus zum Markenzeichen der deutschen Ratspräsidentschaft wurde. So sorgten die rüde Blockade der europäischen Altauto - Richtlinie im alleinigen Interesse eines deutschen Autokonzerns ebenso für Empörung wie die überfallartige Benennung von Ex - Kanzleramtsminister Hombach zum Balkanbeauftragten oder das mangelnde Verständnis für Ziele und Formen französischer Politik.Aus vielen Mitgliedstaaten war zu vernehmen , daß man sich von dieser Europapolitik nach Gutsherrenart düpiert fühlte. So nachdrücklich wie unsere Fraktion den Beschluß des Kölner Gipfels begrüßt hat und aktiv unterstützen wird , daß die Grundrechte der Bürgerinnen und Bürger künftig gestärkt werden sollen , so entschieden kritisieren wir den Beschäftigungspakt. Angesichts der auf hohem Niveau stagnierenden Arbeitslosigkeit verdient dieser Pakt seinen Namen nicht. Das ist wohl auch ein Grund dafür , daß so erschreckend viele Bürgerinnen und Bürger der Europawahl ferngeblieben sind. Die Menschen verstehen in Europa nicht , wenn europäische Beschäftigungspolitik zur Sprechblase verkommt. Endlich vereinbart werden müssen verbindliche und kontrollierbare quantitative Ziele beim Wirtschaftswachstum und beim Kampf gegen die Arbeitslosigkeit. Wir bekennen uns energisch zu einem sozialen Europa , und deshalb nehmen wir es nicht hin , daß der soziale Zusammenhalt in der Union leichtfertig aufs Spiel gesetzt , Lohnzurückhaltung gepredigt wird und die sozialen Sicherungssysteme in Frage gestellt werden.Unter deutscher Ratspräsidentschaft wurde der NATO - Krieg auf dem Balkan , der Völkerrecht brach und die UNO aushebelte , durch die Europäische Union und ihre Mitgliedstaaten aktiv unterstützt , und es wurde zugleich die Umwandlung der Gemeinschaft in eine sogenannte Verteidigungsunion besiegelt. Krieg als Mittel der Politik wurde wieder hoffähig gemacht , und dieser verhängnisvolle Kurs wird durch die Eingliederung des Militärpakts WEU in die Europäische Union und durch den Aufbau von Interventionsstreitkräften noch vorangetrieben. Abrüstung , Krisenprävention und zivile Konfliktbeilegung , insbesondere durch die Stärkung der Rolle der OSZE , drohen auf der Strecke zu bleiben. Dieser Logik folgend wurde NATO - Generalsekretär Solana zum künftigen Mister GASP ernannt. Unsere Fraktion lehnt diese Ernennung ab
