It makes your mouth water even more. Then they would be able to see whether these substances should still be used or not. What is more , no account is taken during the evaluation procedure of some important aspects such as endocrine disruption and the existence of vulnerable groups

The most serious risks concern the early practical implementation of some of the regulations and the low level of EU budget participation. At stake is a mere 3.1% of the budget , while the sector accounts for 17% of the EU's total agricultural output. Furthermore it is true that , because of the management problems we found with the decentralized cooperation programmes , I myself made the decision to suspend them until we could be completely satisfied with their transparency and good management.Today we have a policy with coherent and ambitious long - term objectives , based on the establishment of free trade , support for economic transition , and the promotion of direct investment. In short , with the phase we are in at the moment - and it is good to be having this debate in the European Parliament - it could be said that we have reached cruising speed. Despite the difficulties - and the additional problem of contamination by the peace process , which is causing us many difficulties in our everyday work - the MEDA programme has reached cruising speed , after two and a half years.In the first place , we have now managed to sign five Euro - Mediterranean agreements. The rest are progressing rapidly , though I cannot hide the fact that there are difficulties in the sections on agricultural trade and the readmission of illegal immigrants. Those two areas have become the two biggest political problems in the association agreement negotiations. Even so , I have to say we must be consistent. To ask for Euro - Mediterranean policy to be implemented , or to be in favour of EuroMediterranean policy , on condition that the countries of the region cannot sell a tomato , a lettuce or a cucumber in the Community market , is simply to be against Euro - Mediterranean policy. You cannot ask for something and its opposite both at the same time
Es stimmt auch , daß ich später aufgrund der Probleme bei der Durchführung der dezentralen Kooperationsprogramme höchstpersönlich den Beschluß faßte , sie auszusetzen , bis ihre Transparenz und die Wirtschaftlichkeit der Haushaltsführung einwandfrei erwiesen sei.Heute verfolgen wir eine Politik mit langfristig kohärenten und ehrgeizigen Zielen , die auf der Einführung des Freihandels , der Unterstützung der Umgestaltung der Wirtschaft und der Förderung der Direktinvestitionen beruhen. Kurzum , gegenwärtig - und es ist gut , daß diese Aussprache im Parlament stattfindet - befinden wir uns in der Phase , die man als Reisegeschwindigkeitsphase bezeichnen könnte. Das MEDA - Programm mit seinen Schwierigkeiten , mit dem Problem der Vergiftung des Friedensprozesses , das es auch gibt und das uns im Alltag viele Schwierigkeiten bereitet , hat nach zweieinhalb Jahren die Warmlaufphase beendet und seine Reisegeschwindigkeit erreicht.Wir haben schon fünf Europa - Mittelmeer - Abkommen unterzeichnen können , und die anderen machen gute Fortschritte. Allerdings muß ich zugeben , daß Probleme bezüglich des Agrarhandels und der Rücknahme illegaler Einwanderer bestehen. Die Landwirtschaft und die Klausel der Rücknahme illegaler Einwanderer sind zu den beiden größten Problemen bei den Verhandlungen über die Assoziationsabkommen geworden. Trotzdem muß ich darauf hinweisen , daß man auch kohärent sein muß. Es geht nicht an , daß einerseits eine Europa - Mittelmeer - Politik gefordert bzw. unterstützt wird und andererseits zur Voraussetzung gemacht wird , daß die Länder der Region keine einzige Tomate , keinen Salatkopf oder keine Gurke auf dem gemeinsamen Markt verkaufen. Damit ist man gegen eine Mittelmeerpolitik. Man kann nicht gleichzeitig eine Sache und ihr Gegenteil fordern. Etwas muß von Anfang an klar sein : Die Europa - Mittelmeer - Politik fordert im Hinblick auf den Handel ihren Preis von der Wirtschaft der Gemeinschaft
