Mr President , Commissioner , ladies and gentlemen , I believe that together we have produced a useful piece of work in this water framework directive.We have produced a useful piece of work ; it may be a collective compromise , but it is a compromise which incorporates stringent requirements , which I think will clear the way for a qualitative and quantitative leap in water management. In the long term , our fellow European citizens must enjoy high quality water everywhere , whether surface or groundwater.This compromise was made possible by active commitment , by the balance of power that the European Parliament was able to create , by the participation of all the groups , in particular the shadow rapporteurs who assisted me , and by Mr Provan , the chairman of our delegation in this difficult conciliation procedure.I would , however , also like to thank the other participants who are , of course , the Commission , which had to play the role of intermediary and technical innovator , and did so extremely rigorously and effectively , the Commissioner and also all the staff of the Commission

Ich denke , dass wir mit dieser Rahmenrichtlinie über die Wasserpolitik gemeinsam etwas Nützliches vollbracht haben.Wir haben etwas Nützliches getan und gemeinsam einen Kompromiss erarbeitet , der jedoch hohe Anforderungen stellt , durch die meiner Ansicht nach ein qualitativer wie quantitativer Sprung in der Wasserwirtschaft ermöglicht wird. Auf lange Sicht muss unseren europäischen Mitbürgern überall qualitativ hochwertiges Wasser zur Verfügung stehen , egal ob es sich dabei um Oberflächen oder um Grundwasser handelt.Der Kompromiss ist dem aktiven Engagement , dem vom Europäischen Parlament geschaffenen Kräfteverhältnis und der Mobilisierung aller Fraktionen , vor allem der Schattenberichterstatter , die mich unterstützt haben , sowie der Beteiligung des Vorsitzenden unserer Delegation , Herrn Provan , bei diesem schwierigen Vermittlungsverfahren zu verdanken.Mein Dank gilt jedoch auch allen anderen Beteiligten , zu denen natürlich die Kommission gehört , die die Rolle des Vermittlers und des technischen Erneuerers übernehmen musste und dies auf konsequente und effiziente Weise getan hat , der Kommissarin sowie allen Dienststellen der Kommission
Firstly , the global health fund against AIDS , TB and malaria. The Committee on Development has proposed that all regional budget lines contribute to achieving the sizeable recurrent contribution needed. AIDS is a global problem. India is the country with the second - highest level of infection after South Africa , and the biggest increase in infections is in Eastern Europe and Central Asia. Already the fund has committed 13% of its money to the Americas. But if the Commission and Council disagree with this approach , let them tell us where the money will come from. Let them admit that the EUR 35 million budgeted for does not achieve Mr Patten's own commitment made on 16 September in order to keep the Commission's own seat on the Global Health Fund board. This is right for Europe as a leader and innovator in the field , and it is right for the 3 million people dying of AIDS worldwide to make sure that the money works.I have been given a clear understanding that the Global Health Fund's transitional working group meeting in Brussels agreed USD 100 million for a board seat , that the Global Fund secretariat has already budgeted for a USD 120 million European Community contribution for next year , and that approved projects will be cut if we fail to match that figure
Da wäre erstens der Internationale Fonds zur Bekämpfung von AIDS , Tuberkulose und Malaria. Der Entwicklungsausschuss schlägt vor , dass sich alle regionalen Haushaltslinien an den dafür erforderlichen laufenden Ausgaben in beträchtlicher Höhe beteiligen. AIDS stellt ein weltweites Problem dar. Nach Südafrika weist Indien die zweithöchste Infektionsrate auf , während Osteuropa und Zentralasien die Regionen mit dem größten Infektionszuwachs sind. Der Fonds hat bereits 13 % seiner Mittel für Nord - , Mittel - und Südamerika gebunden. Doch falls Kommission und Rat diesen Ansatz ablehnen , dann sollten sie uns sagen , woher ihrer Meinung nach das Geld kommen soll. Dann sollten Sie auch zugeben , dass die geplanten 35 Millionen Euro hinter der von Herrn Patten am 16. September gemachten Zusage , mit der sich die Kommission ihren Sitz im Verwaltungsrat des Weltgesundheitsfonds sichern will , zurückbleiben. Dieser Ansatz wird Europa als Pionier und Innovator auf diesem Gebiet ebenso gerecht wie den 3 Millionen Menschen , die weltweit an AIDS sterben und auf diese Mittel angewiesen sind.Mir wurde eindeutig zu verstehen gegeben , dass auf der Tagung der zeitweiligen Arbeitsgruppe des Weltgesundheitsfonds in Brüssel ein Betrag von 100 Millionen US - Dollar für einen Sitz im Verwaltungsrat vereinbart wurde , dass das Sekretariat des Weltgesundheitsfonds für nächstes Jahr bereits einen Beitrag der Europäischen Gemeinschaft in Höhe von 120 Millionen US - Dollar eingeplant hat und dass bereits gebilligte Projekte gekürzt werden müssen , wenn wir weniger bereitstellen
