It gives rise to many illnesses and it is abundantly clear that too much alcohol represents a health risk.In a number of countries , for example , my own country Sweden , attempts have been made to limit the injurious effects by restricting accessibility. This has been achieved via high tax pressure , by preventing young people from using alcohol and by means of strict import controls. I would like to ask a question about import controls. Is it not possible for certain countries to retain stricter import controls via the derogation in Article 36 which refers to derogations to the internal market where peopleʼ ; s health is concerned. What is the Councilʼ ; s view on this
Ich bin nicht der Meinung , daß Alkohol eine Ware wie jede andere auch ist. Die schädlichen Wirkungen des Alkohols sind von der Forschung eindeutig nachgewiesen worden. Er ist Ursache vieler Krankheiten und es steht eindeutig fest , daß zu viel Alkohol ein gesundheitliches Risiko darstellt.In einigen Ländern , u. a. in meinem Heimatland Schweden , hat man versucht , die schädlichen Wirkungen dadurch zu begrenzen , daß man die Zugänglichkeit eingeschränkt hat. Man hat dies erreicht durch hohe steuerliche Belastung , man hat Jugendliche daran gehindert , Alkohol zu konsumieren und man hat strenge Einfuhrvorschriften erlassen. Ich möchte eine Frage in bezug auf die Einfuhrvorschriften stellen. Ist es nicht möglich , daß bestimmte Länder strengere Einfuhrvorschriften aufgrund der Ausnahme in Artikel 36 beibehalten , in dem es um Ausnahmen innerhalb des Binnenmarktes geht , wenn die Gesundheit von Menschen betroffen ist
