| Mr President , the establishment of the single currency is an unprecedented historical phenomenon. For the first time in the world's history , independent states and democratic societies have decided to give up a significant part of their national independence - their currency - to a common instrument , to be managed for the benefit of all.I therefore think the debates now taking place about transparency , about the absolute management method , or the fears being expressed about whether the European Central Bank will act imperiously or in ways that do not benefit the societies it represents , are rather unnecessary. In democratic societies such as ours , public opinion and the democratic process are facts of life. Since central banks everywhere , and especially the European Central Bank , are supposed to be working for the good of all Europe's peoples - and that is the reason why they exist , otherwise they would not - , public opinion will compel them both to operate transparently and to deal with the issues for which they are responsible in the best possible way.I therefore think that the debates from time to time about lack of transparency , and the concerns expressed by one side or the other , are unnecessary and should cease as soon as possible , since the other extreme , that of complete openness , would make it impossible for the Central Bank to do its work.Mrs Randzio - Plath's very good report , as it has developed , proposes precisely a balance between those two factors and , I think , expresses a very correct opinion. I hope Parliament will adopt it in a way that protects the interests of Europe's peoples while at the same time enabling the new system to operate as effectively as possible. This is the paradox of the ECB ; it will be the largest independent bank in the world , but it has the most to gain from transparency and accountability | Das Problem des Schiffbaus hat seit mehreren Jahren nichts an Aktualität eingebüßt. Wir sind heute an einem Wendepunkt seiner Geschichte angelangt.Erinnern wir uns , daß in den vergangenen fünf Jahren für jeden im europäischen Schiffbau abgebauten Arbeitsplatz ein neuer Arbeitsplatz im koreanischen Schiffbau geschaffen wurde. Zur Dominanz Koreas im Schiffbausektor haben weder die niedrigen Löhne noch die industrielle Struktur beigetragen , sondern die wechselseitigen Bürgschaften , welche die Einzelunternehmen mit Unterstützung der koreanischen Regierung übernommen haben.In Europa führt jede Beihilfe für eine in Schwierigkeiten geratene Werft dazu , daß die Europäische Kommission Auflagen im Hinblick auf den Kapazitätsabbau beschließt , was weder in Korea , noch in Japan oder den Vereinigten Staaten der Fall ist.Das daraus resultierende Ergebnis kann in vier Punkten zusammengefaßt werden : Europa hat sich Regeln auferlegt , die sich seine Konkurrenten nicht auferlegen ; Zehntausende Arbeitsplätze wurden abgebaut ; Europa hat große Marktanteile verloren ; der Fortbestand der verbliebenen Produktionskapazitäten wird im Gegensatz zur Eisen - und Hüttenindustrie jedoch nicht garantiert.Derzeit wird der Vorschlag unterbreitet , die Europäische Union möge sich einseitig den im OECD - Abkommen festgeschriebenen Prinzipien unterwerfen. Wir müssen doch aber pragmatisch sein.Wenn wir im Jahr 2000 zu dem Schluß kommen , daß sich der Markt in ausreichendem Maße stabilisiert hat , so daß die Beihilfen aus dem Vertrag herausgenommen werden können , wäre ich mit ihrem Wegfall einverstanden |
