Both the Irish and British Governments describe them as two sides of the same coin. Sinn Féin is not and has not been doing enough to bring justice to this horrid affair. It is also a fact that Sinn Fein’s influence within communities in Northern Ireland can bring about justice in this case. But what we hear are words and more words of support instead of actions on the ground.Robert McCartney’s sisters continue their quest for justice and we must support them here in this House where we can. We need to end impunity where it exists : outside the European Union , where we have influence ; but more importantly , within the European Union and in this case in a community in Northern Ireland
Sowohl die irische als auch die britische Regierung sind der Auffassung , dass die Sinn Féin und die IRA zwei Seiten derselben Medaille darstellen. Die Sinn Féin hat bisher nicht genügend getan , um diesen schrecklichen Vorfall aufzuklären. Fest steht jedoch , dass die Sinn Féin mit ihrem Einfluss in den Gemeinden Nordirlands zur Aufklärung dieses Falls beitragen könnte. Wir müssen die Straflosigkeit beenden , wo immer sie besteht : in unseren Einflussgebieten außerhalb der Europäischen Union , aber vor allem innerhalb der Europäischen Union und in diesem Fall in einer Gemeinde in Nordirland
Mr President , I should like to begin by congratulating Mr Lechner on his report and on the way in which he introduced it to this House. The point that he made very clearly is one which I believe to be very important - that this piece of legislation is one of a larger series of pieces of legislation which are going to regulate electronic commerce. That clearly is going to be very significant , not only for Europe , but for business round the whole world.In this context I should like to use my time to flag up one particular concern I have about the possible impact of the proposed - if I can use the horrid word - Amsterdamised versions of the Brussels and Rome Treaties relating to the operation of this part of the single market. As I understand the position , they may pose a serious threat to the market inasmuch as a number of the provisions look as if they will cut across the country of origin principle which , as the House knows , is the basis on which the single market is founded. If the country of origin principle is not honoured in the construction of the single market then I am concerned that it will not work to the benefit of Europe s citizens.As we all know , electronic commerce is going to become ever more important to the economic and social wellbeing of the citizens of the European Union. If it turns out that the legal framework for that means of doing business is flawed , it is then going to jeopardise the wellbeing of all Europe s citizens.And if , as I believe , it is the case that the erosion of the country of origin principle threatens fundamentally the single market in electronic services in Europe - and this , in turn , has a significant read - across to the operation of electronic commerce around the globe - that would be very sad and damaging for Europe s citizens. It is something that we , as representatives of those citizens , should strive our utmost to ensure does not happen.I hope that during the vote which we are about to take , the strength of Parliament s wish will be affirmed in a way that will immediately establish the provision that will straight away allow more visibility , more transparency and give the citizens of Europe more access to our democratic life
Herr Präsident , ich möchte zunächst Herrn Kommissar Liikanen begrüßen , den ich erstmals mit den Problemen der Informationsgesellschaft und nicht mehr mit denen des Haushalts befaßt sehe ; ich wünsche ihm eine erfolgreiche Arbeit. Ich bin sehr zufrieden mit dieser Entwicklung. Ich hoffe , daß wir mit unserem Votum das Verfahren maximal beschleunigen , um endlich die bereits praktizierte Anerkennung der elektronischen Signatur zu ermöglichen. Wir sind uns der rasanten Entwicklung dieses Systems wie auch der Tatsache , daß die Welt des Internet , d. h. die Welt der Teilnehmer der Informationsgesellschaft , im Hinblick auf die Gültigkeit von auf elektronischem Wege abgeschlossenen Verträgen und Geschäften schon sehr weit fortgeschritten ist. Ich möchte betonen , daß wir im Europäischen Parlament hätten eine Vorreiterrolle spielen können , was wir jedoch nicht getan haben , weil sich unsere Verwaltung geweigert hat , einem Beschluß des Parlaments nachzukommen. Vor Jahren stimmten wir für eine Änderung der Geschäftsordnung , mit der speziell in bezug auf Petitionen und die Inanspruchnahme des Bürgerbeauftragten die elektronische Signatur anerkannt werden sollte ; dadurch hätten Petitionen über das Internet eingereicht werden können , womit sich die Transparenz und die Möglichkeit , sich an das Parlament und die anderen Organe , beispielsweise den Bürgerbeauftragten , zu wenden , erhöht hätten. Trotz dieser Änderung bleibt diese Bestimmung jedoch im Grunde genommen wirkungslos. Tatsächlich kann man zwar eine Petition über das Internet einreichen , doch wird dann stets eine schriftliche Bestätigung der Verfasser verlangt , wodurch diese Möglichkeit faktisch vereitelt wird.Ich wünsche mir , daß wir mit der vor uns liegenden Abstimmung eindringlich den Willen des Parlaments bekräftigen , diese Bestimmung , die sofort mehr Sichtbarkeit , eine größere Transparenz und einen besseren Zugang der Bürger zu unserem demokratischen Leben ermöglichen würde , unverzüglich in Kraft zu setzen
