The Committee on the Environment , Public Health and Consumer Policy was in favour of extending the directive by these three supplements ; the Liberal rapporteur , regrettably , was not.Another important point is compulsory insurance. That is essential. Unfortunately , the Christian Democrats are opposed to this , and so is the Liberal rapporteur. The crucial question is : who should foot the bill for environmental damage. In its draft , the Commission wanted to pass the buck to the governments , and it is fortunate that these , in the common position , declined to do so. The polluter pays , and so he should. It is the businesses , not the governments , that cause pollution.I have to get something off my chest. The rapporteur has made rather a hash of things. He has taken only right - wing views into consideration , as illustrated by the amendments relating to good agricultural practice. He is responsible for Parliament’s lack of power , and industry will be grateful to him

Die Kommission wollte in ihrem Entwurf die Verantwortung auf die Regierungen abschieben , die in dem Gemeinsamen Standpunkt glücklicherweise Nein gesagt haben. Der Verschmutzer muss zahlen , und zu Recht. Die Verschmutzer sind die Unternehmen , nicht die Regierungen.Ich muss es hier einmal sagen : Der Berichterstatter hat recht nachlässig gearbeitet. Er hat nur die Ansichten des rechten Flügels berücksichtigt , wie die Änderungsanträge bezüglich guter land - und forstwirtschaftlicher Praxis zeigen. Er ist für die Machtlosigkeit des Parlaments verantwortlich , und die Industrie wird es ihm danken. Wir befürworten diese Richtlinie ganz klar und hoffen , dass sie von diesem Haus in wirklich überzeugender Fassung erlassen wird
So where is the innovation in that.This , I must say , is a great loss , because we shall need to draw on past experience for the new support period , and this experience will be unavailable to us if we take such a cautious line. Major assets , such as the experience gathered in the course of energy - saving schemes for small - and medium - sized businesses , will be cast aside. I could produce a far longer list. Why do we not use innovations to generate real innovative activity. The measures that are proposed are measures which we could support within the framework of the normal programmes. I believe there is no case whatsoever for allowing Member States to support non - innovative measures from the Structural Funds instead of fostering the policy and development of our Union.We have another problem too. The idea of programming rather than selecting projects is not bad. I would even support the idea , but it has not been fully developed. How are local players supposed to find their way through the administrative jungle if the same authorities that are making a hash of structural planning are now expected to take on this responsibility too. How is the Commission supposed to find out where local innovation is really happening if it does not have any control over the system

Warum nutzen wir nicht Innovation wirklich für Innovation , denn die Maßnahmen , die vorgeschlagen werden , sind Maßnahmen , die wir in den normalen Programmen fördern können. Ich halte es für indiskutabel , wenn den Nationalstaaten zugestanden wird , dass sie nichtinnovative Maßnahmen aus den Strukturfonds fördern , statt unsere Politik , unsere Entwicklung voranzutreiben.Außerdem haben wir folgendes Problem : Die Idee , Programmierung statt Projektauswahl vorzunehmen , ist nicht schlecht. Ich würde sie sogar unterstützen , aber sie ist nicht durchdacht : Wie soll es den lokalen Akteuren gelingen , sich im Wirrwarr der Verwaltungen zurecht zu finden , wenn die gleichen Behörden , die bei der Strukturplanung versagen , jetzt diese Aufgabe auch übernehmen sollen. Wie gelingt es der Kommission rauszukriegen , wo wirklich lokale Innovationen vorhanden sind , wenn sie darüber nicht auch eine Kontrolle hat. Ich denke , deshalb müssen wir auf jeden Fall erreichen , dass die Kommission einen Mechanismus findet , mit dem sie prüft , ob wirklich innovative lokale Projekte auch in den Programmierungen berücksichtigt werden. Ich muss sagen , das fehlt mir einfach in dem Entwurf , und deswegen ist dieser Entwurf für die lokalen Akteure und für mich eine große Enttäuschung
Mr President , Commissioner , since the coming into force of the novel food directive , the European Commission too has made a bit of a hash of things , to put it mildly. This is how we would put it informally. The European food industry is partly to blame for this because they were not prepared to make any concessions in the past.Mr President , the argument which has led the Commission today to include the 1% level here in this implementation was the fact that that which was held impossible in the past , namely identification and detection under the one percent threshold as well , is now possible. Mr President , because measuring methods are available. This means that in fact , anything can be detected at present.However , the regulation which is now in place means that we will soon have four types of food. Firstly , GMO - labelled food ; secondly , food which is not supposed to contain any GMOs ; thirdly , the category with the maximum 1% tolerance level and fourthly , all the supermarket chains which say that they can guarantee 0.1% although with the best will in the world they could not even guarantee this 0.1% because even in the identity preserved - chain foods will always contain more than 0.1% of GMOs.Mr President , this legislation shows up two deficiencies. Firstly , regulations are not just in place for maize and soya. I wonder when the rest will surface. Secondly , as Mr Sterckx has already mentioned , the term contamination will need to be replaced by presence .Mr President , I would also like to mention another issue. Whatever will we be faced with next. At present , we are only dealing with food available to the consumer

Heute kann man folglich so gut wie alles aufspüren.Der gegenwärtigen Regelung zufolge haben wir jedoch bald vier Arten von Nahrungsmitteln , nämlich die als solche gekennzeichneten genetisch veränderte Lebensmittel und zweitens die Lebensmittel , die keine GVO enthalten dürfen. Drittens gibt es die Kategorie mit einer maximalen Toleranzschwelle von einem Prozent. Zur vierten Kategorie schließlich zählen sämtliche Supermarktketten , die sagen , sie würden 0 , 1 Prozent garantieren , obwohl sie beim besten Willen diese Zusage gar nicht einhalten können , weil sogar in der identity preserved - Kette Nahrungsmittel immer mehr als 0 , 1 Prozent genetisch veränderte Produkte enthalten.Dieser Verordnung haften zwei Mängel an. Zum einen ist bislang nur etwas für Mais und Soja geregelt worden. Wann kommt denn nun der Rest. Zum anderen muß das Wort contamination , wie Kollege Sterckx bereits dargelegt hat , durch Anwesenheit ersetzt werden.Was kommt nun noch auf uns zu. Wir sprechen im Augenblick nur über Lebensmittel , wir müßten diese Novel - Food - Richtlinie - und dabei beziehe ich mich auf die Ausführungen von Frau Breyer - auch auf Futtermittel bzw. Tiernahrung anwenden. Da sämtliche Proteine bekanntlich aus dem Ausland , etwa aus Südamerika , kommen , könnte man im Rahmen der neuartigen Lebensmittel eigentlich gleich alles als genetisch verändert kennzeichnen.Ich frage mich , wie lange wir diese Echternacher Springprozession noch hinnehmen sollen. Ich denke dabei insbesondere an Inspektionen
