Mr Schiedermeier's report on this document is a good report , too , as it supplements , elucidates and enriches it. I myself and the Socialist Group , on whose behalf I speak , will certainly be voting for this report.All this prompts a few thoughts on my part , which I shall offer you in a light - hearted way , to cheer up our glum proceedings a little , though they are quite far - reaching for all that.What next. All our countries , to differing extents , are being crippled by unemployment. We can't do very much about it , mainly because we can't agree on the diagnosis. Those political forces in Europe which argue in favour of liberalization , strongly represented in this parliament , consider the situation mainly attributable to malfunctions of the market , excessively rigid structures and what they perceive as an excessive degree of regulatory and social protection. The course suggested by this analysis is to restrict state intervention wherever possible - a maximum of deregulation , delegalization and desubsidization. I think this analysis is wrong and that course of action ineffective. But it does sometimes find majority support in this Parliament.The other line of argument , my own , the social democrat line , holds that even - or especially - in a market economy , the public authority , whether it be national and/or European , still has a function of regulation and stimulation. The fact that we are living through such a serious situation is largely attributable to the under - use of that function , the inhibition of this responsibility by the forces of conservatism in Europe.And here we have the Commission , where the forces of liberalism carry a lot of weight , calmly telling us that in the limited but important sector of local job creation initiatives , government regulation , government stimulation and even , here or there , government subsidies do all have a place
Der Bericht unseres Kollegen Schiedermeier über diese Mitteilung ist auch deshalb gelungen , weil er sie vervollständigt , erläutert und anreichert. Ich persönlich und die sozialistische Fraktion , für die ich hier spreche , werden auf jeden Fall für diesen Bericht stimmen.Ich selber möchte jedoch noch einige Gedanken vortragen , und zwar mit einem Lächeln auf den Lippen , um unsere düsteren Sitzungen etwas aufzuhellen , Gedanken , die allerdings recht weit gehen.Schließlich leiden alle unsere Länder , wenn auch in verschiedenem Ausmaß , unter der Arbeitslosigkeit. Wir wissen nicht recht , welche großen Maßnahmen wir ergreifen sollen , und dies im wesentlichen , weil wir uns in der Diagnose nicht einig sind. Die politischen Kräfte in Europa , die sich auf den Liberalismus berufen , und die in diesem Hause stark vertreten sind , schreiben diese Lage im wesentlichen Funktionsstörungen des Marktes zu , den erstarrten Strukturen und gehen sogar so weit , daß sie Bestimmungen über den sozialen Schutz als übertrieben bezeichnen. Daraus folgt logischerweise , daß sie das Eingreifen des Staates nach Möglichkeit einschränken und so weit wie möglich deregulieren , dereglementieren und Subventionen abbauen wollen. Ich halte diese Sicht der Dinge und diese Denkweise für falsch. Es kommt jedoch vor , daß sie in diesem Parlament eine Mehrheit findet.Nach einer anderen Auffassung , die auch ich teile , der sozialdemokratischen Auffassung , ist es so , daß auch und vor allem in einer Marktwirtschaft der Staat , ob auf nationaler und/oder auf europäischer Ebene , eine regulierende und antreibende Funktion behält. Die gegenwärtige Lage ist daher so gravierend , weil die konservativen Kräfte in Europa diese Funktion nicht genug nutzen und diese Verantwortung verhindern.Und nun erzählt uns die Kommission , in der liberalen Kräfte das Sagen haben , in aller Ruhe , daß in dem begrenzten aber wichtigen Sektor der Schaffung von Arbeitsplätzen im Rahmen lokaler Initiativen sowohl öffentliche Vorschriften , öffentliche Anreize als auch gelegentlich sogar öffentliche Subventionen alle ihren Platz haben
