Mr President , I should like to join my fellow group chairmen in paying tribute to your thoroughness , to your respect for pluralism and to your genial nature in dealing with people. You have shown that there are no small groups , only men and women with a devotion to duty

Mr President , Mr Foreign Minister , ladies and gentlemen , I concur fully with your speech , Mr Foreign Minister , but unfortunately the German Presidency cannot be assessed in a purely positive light. That is why my words will be less genial in tone than those of the President - elect of the Commission.The German Presidency was one of peaks and troughs , and whilst we have recognised its successes , there were also serious shortcomings , failures and blunders. The German Presidency had to contend with the tragic situation in Kosovo , and the Berlin Declaration left nothing to be desired in terms of clarity. The German Council Presidency , together with the countries of the European Union of the Western Alliance took resolute action in order to oppose the Yugoslavian tyrant and dictator Milosevic
Herr Präsident. Herr Außenminister , Kolleginnen und Kollegen. Herr Außenminister , Ihrer Rede kann man voll zustimmen , aber leider kann man die deutsche Ratspräsidentschaft nicht nur positiv bewerten. Deswegen werde ich auch nicht so freundliche Worte finden wie der amtierende Präsident der Kommission.Die deutsche Ratspräsidentschaft war eine Ratspräsidentschaft mit Höhen und Tiefen , mit Erfolgen , die wir anerkannt haben , aber auch mit schweren Defiziten , Mißerfolgen und Fehlgriffen. Die deutsche Ratspräsidentschaft hatte die tragische Lage im Kosovo zu bewältigen , und die Berliner Erklärung ließ an Deutlichkeit nichts zu wünschen übrig. Die Ratspräsidentschaft hat zusammen mit den Ländern der Europäischen Union der westlichen Allianz entschlossen gehandelt , um dem jugoslawischen Tyrannen und Diktator Milosevic entgegenzutreten. Das Handeln war notwendig und richtig
I wish to say to the honourable Member that it is so pleasant to do business with a man who is so easily satisfied , and I look forward to continuing to try to satisfy him in other forums on other occasions.He is absolutely right that the recent events in India and Pakistan highlight the need for the rest of the world to enter into a dialogue with both of those countries and other neighbouring countries to try to build a stability which will ensure that what was a relatively minor problem , which has become a very much greater problem , does not become an even greater problem in the future. The honourable Member is absolutely right to bring that to the Council's attention.Mr President , before I sit down , I just wish to say to you that this is the end of my six months of reporting to Parliament and it has been a pleasure to have operated under such a genial chairmanship as your own and one which has been courteous and fair. I apologize for the fact that once or twice airlines have not cooperated with either Parliament's timetable or mine and it has led to deviations from our original intentions. But I hope that we have covered the ground , and I thank you very much for your chairmanship
Herr Präsident , ich begrüße die in diesem Bericht geäußerte Kritik an den sogenannten Steuerparadiesen sowie die Forderungen nach Mindestsätzen und einer Informationspflicht der Banken. Der Gedanke einer allgemeinen Steuerharmonisierung ist dagegen unrealistisch. Das wäre ein ernster Eingriff in die Prärogative der nationalen Parlamente und in das Recht der Bürger , die Steuerpolitik ihres Landes durch Wahlen zu beeinflussen. Außerdem kann dadurch die finanzielle Stabilität des Staates in Mitleidenschaft gezogen werden. Die Steuersysteme der Länder sind so unterschiedlich , daß man gleichzeitig sämtliche Steuerarten harmonisieren müßte. Das ist politisch und praktisch unmöglich : eine wirklichkeitsfremde Idee , die wir aufgeben müssen. Wir dürfen uns jedoch keine Illusionen machen , denn Sparguthaben finden ihren Weg auch aus der Union heraus
