Various action plans on health have been running for some time , and it is only right that they should start in children's early school years , since it is then that the risk of compulsive over - eating is very great , but nutritional certificates , health - oriented playgroups and even bans on advertising will not get us where we want to be. It is in the family that the love of sport , which is so important in reducing stress and aggression , and healthy eating habits , must be experienced and encouraged.Yet it is this , the fundamental building block of our society , that is under constant bombardment from the modern working world , with its flexible working hours , weekend and shift working patterns , and the constantly - renewed call for longer opening times. When people are tired to the point of exhaustion from a long working day , it is easier for them to grab fast food than to make the effort to cook ; they find themselves wanting to flake out in front of the television with crisps and a fizzy drink , and their children imitate their behaviour.While preaching that people should exercise more , we reduce sports lessons on budgetary grounds or excuse foreign children from them on religious grounds , and sports clubs see their support ebbing away
Die seit längerem laufenden diversen Gesundheits - Aktionen setzten richtigerweise im frühen Schulalter an , da hier das Risiko für Auftreten von Fettsucht sehr groß ist. Ernährungsführerscheine und Gesundheitskindergarten oder gar Werbeverbote werden uns nicht zum Ziel bringen. Die Liebe zum Sport , der ja wichtig für Stress - und Aggressionsabbau ist , und gesunde Eßgewohnheiten müssen in der Familie erlebt und geweckt werden.Aber gerade diese Kernzelle unserer Gesellschaft wird durch die moderne Arbeitswelt mit flexiblen Arbeitszeiten , Wochenend - und Schichtdiensten und dem immer neuen Ruf nach noch längeren Öffnungszeiten , ständig bombardiert. Müde und erschöpft von einem langen Arbeitstag fällt nun mal der Griff zu Fast - Food leichter als aufwendiges Kochen. Man möchte sich mit Chips und Limo vor dem Fernseher ausruhen - und dieses Verhalten wird von den Kleinen nachgeahmt.Wir predigen mehr Bewegung - gleichzeitig kürzen wir aus budgetären Gründen den Sportunterricht oder entschuldigen ausländische Kinder wegen ihrer Religion davon , und Sportvereine erfahren immer weniger Unterstützung. Mr President , I want to express my disapproval at what Mr Kyprianou , European Commissioner responsible for health and consumer protection , said at a press conference on 9 November. The Commissioner warmly congratulated four food - sector multinationals - which I will not name - on what they are doing to help fight obesity ; he also allowed them to promote themselves by setting up stands at the entrance to the room where the press conference was held.We must bear in mind that one child in five in Europe is obese and that this number is growing every year because of poor eating habits encouraged by the fast food , fizzy drinks and chocolate bars marketed mainly by those four multinationals. Binding legislation to provide European consumers with nutritional information would do them more good than eulogies addressed to companies that have contributed to the obesity explosion for decades. There are other ways of fighting obesity : eating more fruit and vegetables and taking part in sporting activities , which ought to be better promoted.I can therefore only advise Mr Kyprianou to get together with his fellow Commissioner Mrs Fischer - Boel to assist in reforming the common organisation of the market in fruit and vegetables in the interests of a healthy and balanced diet. That was all lacking in his case

Ich möchte meine Missbilligung angesichts einer Rede zum Ausdruck bringen , die der für Gesundheit und Verbraucherschutz zuständige EU - Kommissar , Markos Kyprianou , bei einer Pressekonferenz am 9. November gehalten hat. Der Kommissar hat vier multinationale Lebensmittelkonzerne , die ich nicht namentlich nennen möchte , zu ihren Maßnahmen bei der Bekämpfung von Übergewicht herzlich beglückwünscht. Er erlaubte diesen Konzernen auch , mit Ständen am Eingang des Raumes , in dem die Pressekonferenz stattfand , Eigenwerbung zu machen.Wir müssen uns vor Augen halten , dass in Europa jedes fünfte Kind übergewichtig ist und dass diese Zahl jährlich aufgrund schlechter Ernährungsgewohnheiten ansteigt , die durch hauptsächlich von diesen vier Multis auf den Markt gebrachte Fast - Food - Produkte , Limonaden und Schokoladenriegel begünstigt werden. Für sie wären strenge Rechtsvorschriften , mit denen den europäischen Verbrauchern Nährwertangaben zur Verfügung gestellt werden , eher von Nutzen als Lobeshymnen an Unternehmen , die jahrzehntelang zur sprunghaften Zunahme des Übergewichts beigetragen haben. Es gibt andere Lösungen , um Übergewicht zu bekämpfen , nämlich der Verzehr größerer Mengen Obst und Gemüse und die Ausübung sportlicher Aktivitäten , deren Förderung verbessert werden sollte.Ich kann also Herrn Kyprianou nur raten , auf seine Kollegin Fischer - Boel zuzugehen und im Interesse einer gesunden und ausgewogenen Ernährung die Reform der GMO für Obst und Gemüse zu unterstützen.Ich fordere den Rat auf , einen Gang zuzulegen und diesen Vorschlag schnellstmöglich anzunehmen
Mr President , Mr Maat s report quite properly defends the right of millions of European children to receive subsidised milk in school. The Commission is proposing to reduce the level of Community aid , by amending the regulation on the common organisation of the market in milk and milk products. The choice of cofinancing involves the risk that certain Member States might be reticent about supporting the project , mainly because of financial constraints , and the effect would be to reduce the amount of the available budgetary appropriation and thus establish discrimination between European schoolchildren.Milk distribution in schools contributes to the maintenance of consumption of milk products , and those same milk products are vital to healthy nutrition for children , so that they can grow up healthy. Subsidising milk means teaching children balanced eating habits at an age when lifelong eating patterns and tastes are being formed. That role finds particular resonance in this age of eating disorders and unhealthy diets. For example , the increase in the number of obese children in Europe as a result of the culture of sweet , highly coloured fizzy drinks is alarming.Must we remind people that milk provides a crucial part of our protein , calcium , vitamin and mineral requirements. It strengthens the capacity of young children who drink it to protect themselves against diseases caused by nutritional anarchy. Mr Maat rightly mentions the way eating patterns change with our changing lifestyle. Increasingly young people go off to school without eating any breakfast or without having any milk in their morning meal. Nor do we forget that some children from very deprived backgrounds skip breakfast for financial reasons. These children are exposed to dietary deficiencies and have difficulty concentrating at school.The Commission is washing its hands of all this , while heading up lots of other programmes that cost a great deal more. Why undermine the very one which affects the health of European children. At a time of upheaval in the role of our schools as a training workshop for life , the distribution of subsidised milk .I come from a part of Wales , where GDP per head of the population is less than 75% of the European Union average , in other words , an Objective 1 area
Herr Präsident , ich habe mich jahrelang dafür eingesetzt , daß die Regelung für Schulmilch geändert wird. Ich halte sie für unsinnig. Sie ist vom Ernährungsstandpunkt her völlig falsch und kann nicht verwaltet werden. Zur Zeit wird Vollmilch in vollem Umfang gefördert , fettarme Milch zur Hälfte und entrahmte Milch überhaupt nicht. Solche Regelungen möchten Überschüsse abbauen , und da Vollmilch am meisten Fett enthält , wird sie am meisten gefördert. Wir sollten aber besser Beihilfen pro Schüler gewähren. Mir wäre es lieber gewesen , man hätte die Milchpreise weiter gesenkt , so daß wir die bürokratischen Milchquoten aufgeben könnten. Auf längere Sicht muß die Agrarpolitik der EU geändert werden , damit künstlich hohe Preise und Überschußlager vermieden werden. Das System der Schulmilch ist allerdings begrüßenswert. Es hilft nicht nur den Landwirten , sondern auch den Kindern und ihren Eltern , insbesondere , wenn nach einer Änderung fettarme Produkte gefördert würden. Kinder brauchen nicht so viel Fett. Ein System mit einer Beihilfe pro Schüler ist auch viel leichter zu verwalten. Die derzeitige Regelung erfordert eine aufwendige Verwaltung. Viele Schulen haben sich bei mir beklagt , weil sie Probleme mit der Verwaltung des derzeitigen Systems haben. Die Berechnung des Fettgehalts von Milch und Käse ist eine Wissenschaft für sich. Die Schulen müssen oft hohe Summen zurückzahlen , nicht weil sie mogeln wollen , sondern weil sie einfach Probleme mit der Verwaltung des Systems haben. Deshalb bin ich der Meinung , daß wir die Änderungsanträge meines Kollegen und Spielgefährten Niels Busk unterstützen sollten
