Nevertheless , a fair measure of tact and intuition will still be needed to demonstrate to our people that we have a united Europe , a citizens Europe , and that we wish to strengthen these ties by adopting the euro. Concerns about employment and the need to safeguard jobs are key elements here. We have to demonstrate that a figure of 20 million unemployed is absolutely unacceptable. We must show day after day that we have been economizing so that we can have a more healthy and more productive system of government which can operate a positive employment policy.The taxation system must be reformed so that European entrepreneurs are encouraged to create jobs. The idea of the euro and monetary union has already penetrated our thinking , but many of our citizens have not yet taken it to their hearts
Dennoch wird es viel Einfühlungsvermögens bedürfen , unserer Bevölkerung zu demonstrieren , daß es ein gemeinsames Europa , ein Europa der BürgerInnen ist , das wir mit der Einführung des Euro festigen wollen. Dazu gehört vor allem die Festigung und die Sorge um die Arbeitsplätze. Wir müssen demonstrieren , daß 20 Millionen Arbeitslose für uns tatsächlich unakzeptabel sind. Wir müssen Tag für Tag beweisen , daß wir gespart haben , damit wir ein gesünderes und leistungsfähigeres staatliches System haben , das eine gezielte Beschäftigungspolitik betreiben kann.Die Unternehmer unseres Kontinents müssen durch eine Umgestaltung des Steuersystems angeregt werden , Arbeitsplätze zu schaffen. Wir haben den Euro und die Währungsunion bereits in unseren Köpfen. Aber viele unserer Bürgerinnen und Bürger haben ihn noch nicht in ihren Herzen. Das ist unsere Aufgabe , die wir in den nächsten Jahren zu erfüllen haben

But obviously , one also has to ask what people are curious about , and what is being researched. It requires no great leap of the imagination to envisage people who are curious about extremely destructive - even self - destructive - things , and unfortunately that is an analogy which applies to our European societies.If we look at what the package actually contains , there is aeronautics , fingerprint technologies and industrial engineering with a view to economizing on water use : that accounts for ECU 60 million already , by my calculations. BSE research as a whole accounts for ECU 34.5 m , and a closer look reveals that this is intended mainly for animal experiments which are expected to yield results in about ten years time. That is not where the BSE problem lies : the problem is that we need to change our agricultural policy and stop feeding animals on animalbased meal. Looking too at the research that is to be undertaken into information and communication technologies , one sometimes gains the impression that it is all about preparing for escape into virtual reality , as opposed to investigating the interface between social processes and technological change , and all the possible options and objectives which this entails

Allerdings kommt es natürlich auch darauf an , worauf man neugierig ist , woran man forscht , und ich brauche Ihre Phantasie nicht sehr zu bemühen , damit Sie sich Menschen vorstellen können , die neugierig sind auf ganz zerstörerische Sachen , auch selbstzerstörerische Sachen , und das ist leider eine Analogie für unsere europäischen Gesellschaften.Wenn wir uns ansehen , was wirklich in dem Paket drin ist , dann habe ich einmal ausgerechnet , Luft - und Raumfahrt , Fingerabdrucktechnologien , Fertigungsorganisation unter Berücksichtigung des Wasserverbrauchs , das sind allein schon 60 Millionen ECU. Die gesamte BSE - Forschung sind 34 , 5 Millionen ECU , und da ist , wenn man sich das genauer ansieht , vor allem an Tierversuche gedacht , die den Erwartungen zufolge in etwa 10 Jahren Resultate produzieren sollen. Dabei ist das nicht das Problem , sondern das Problem ist eine Änderung unserer Agrarpolitik , die Abschaffung der Verfütterung von Tiermehl an Tiere. Auch wenn man sich ansieht , woran im Hinblick auf die Informationsgesellschaft geforscht wird , so hat man manchmal den Eindruck , als ob das die Vorbereitung der Flucht in die virtuelle Realität sei , statt an der Schnittstelle von gesellschaftlichen Prozessen und technologischen Veränderungen zu forschen , auch mit den Optionen und den verschiedenen Zielsetzungen , die dort möglich sind
But what has been submitted to us is neither fish nor fowl. Why are energy efficiency and environmental questions regulated in a protocol , leaving aside Article 19 of the Treaty , which is not binding. It is because in case of doubt the provisions of the Treaty take precedence over the Protocol. The wording of the Protocol is marked by diplomatic phrases which are only moderately successful in concealing its lack of substance. To try where possible to formulate low - cost and economically efficient energy efficiency policies and take adequate account of environmental aspects , as stated in Article 3 of the Protocol , sounds pretty weak. There is not one word about introducing binding legal environmental and safety standards for energy - producing plant in the Eastern European countries , at least for power stations that supply , for instance , electricity to the European Union. It is ironical that Austria is protesting about Mochovce while considering importing electricity from the Ukraine.The signatory states to the Rio convention were supposed to bring down their energy consumption to the 1990 level by the year 2005. We are far from achieving that. Then there was the idea of economizing elsewhere , in less costly areas , e.g. , in the CIS or the Central and Eastern European countries. The greenhouse effect could be curbed effectively if the leaks in the gas pipelines between Siberia and Eastern Europe were sealed
Warum werden die Bereiche Energieeffizienz und Umwelt in einem Protokoll geregelt , wenn wir einmal von dem unverbindlichen Artikel 19 des Vertrags absehen. Nun , weil im Zweifelsfall die Bestimmungen des Vertrags Vorrang vor dem Protokoll haben. Die Formulierungen des Protokolls sind geprägt von diplomatischen Konstruktionen , die die Substanzlosigkeit nur mäßig vertuschen. Wenn man nach bestem Vermögen kostengünstige und wirtschaftlich effiziente Energieeffizienzpolitiken ausarbeitet und den Umweltaspekten gebührend Rechnung trägt , wie es in Artikel 3 des Protokolls steht , dann klingt das schon reichlich schwach. Mit keinem Wort wird erwogen , rechtsverbindliche Normen für Umweltschutz und Sicherheit für Energieerzeugungsanlagen in den osteuropäischen Ländern einzuführen , zumindest für solche Anlagen , die z.B. Elektrizität in die Europäische Union liefern. Es ist ein Treppenwitz , daß Österreich sich zwar gegen Mochovce wehrt , aber erwägt , Strom aus der Ukraine einzuführen.Bis zum Jahr 2005 sollten die Unterzeichnerstaaten der Rio - Konvention ihren Energieverbrauch eigentlich auf den Stand des Jahres 1990 zurückgefahren haben. Davon sind wir weit entfernt. Es gab dann die Idee , an anderer Stelle zu sparen , wo es weniger kostet , z. B. in den GUS - oder den MOEL - Staaten. Durch die Abdichtung von Lecks in Gas - Pipelines zwischen Sibirien und Osteuropa könnte der Treibhauseffekt wirkungsvoll eingedämmt werden. Wenn nur 5 % des Methans entweichen , ist ihr Treibhauspotential genauso groß wie das Potential der restlichen 95 % , die nach der Verbrennung als C02 vorliegen. Dennoch wird hier die Chance vertan , beispielsweise für Investitionen den Stand der Technik verbindlich festzuschreiben
