Within the Commission too , views have varied very widely , and I am referring especially to the previous Commission in this context. Certainly , we battled out the issue with Commissioner van Miert on several occasions.I believe that cultural diversity , as a sensible countermeasure to the melting pot , is an absolute necessity and I am most grateful to Mrs Prets for producing this very comprehensive and detailed report. I also thank Commissioner Reding for providing such a detailed overview of the work from her own perspective and for pointing out that this House is and should remain the natural ally of the Commission and especially of Commissioner Reding herself
Auch in der Kommission selbst gab es sehr unterschiedliche Auffassungen , und ich beziehe mich hier vor allem auf die Vorgängerkommission. Mit Herrn Kommissar van Miert jedenfalls haben wir diesbezüglich einige Sträuße ausgefochten.Ich glaube , dass die kulturelle Vielfalt als sinnvolle Gegenmaßnahme zum eine absolute Notwendigkeit ist , und ich bin der Frau Kollegin Prets sehr dankbar für diesen umfassenden und ausführlichen Bericht und auch der Kommissarin Reding , dass sie heute in dieser Ausführlichkeit diese Arbeit aus eigener Sicht nochmals dargestellt und darauf hingewiesen hat , dass der natürliche Verbündete der Kommission und vor allem der Frau Kommissarin Reding das Parlament ist und bleiben soll
Mr President , we have now heard it said several times that Echelon really does exist. The question is : what does Echelon entail. It entails a monitoring system which is tantamount to a massive global violation of fundamental rights , infringing not only the privacy of industrial communications but also the privacy of every form of communication between individuals. This violation of human rights is surely the real scandal of Echelon.But what exactly is the statement on this issue from the European Parliament. The essence of the message contained in this report is , in fact , that we condemn this system because it is operated primarily by the United States and because it works too well. What countermeasure does the report propose. As a countermeasure , it proposes the establishment of an EU intelligence service. As we know , there are also monitoring standards such as ETST , and European monitoring plans bearing the name Enfopol have come to light too
Herr Präsident , wir haben es jetzt schon ein paar Mal gehört : ECHELON existiert also. Die Frage ist , was existiert denn mit ECHELON. Mit ECHELON existiert ein Überwachungssystem , das einen massiven und globalen Eingriff in die Grundrechte bedeutet , nicht nur für die industrielle , sondern eben auch für jegliche private Art von Kommunikation. Das ist doch der eigentliche Skandal an ECHELON , dieser Grundrechtseingriff.Was ist jetzt aber erst einmal das Statement dazu vom Europaparlament. Die Message aus dem Bericht ist doch eigentlich : Wir verurteilen dieses System , weil es hauptsächlich von den USA betrieben wird und zu gut funktioniert. Was wird als Gegenmaßnahme vorgeschlagen. Als Gegenmaßnahme wird vorgeschlagen , einen EU - Geheimdienst aufzubauen. Außerdem gibt es , wie wir wissen , Überwachungsstandards wie zum Beispiel ETST , und es gibt unter dem Namen ENFOPOL bekannt gewordene europäische Überwachungspläne. All das wird in diesem Bericht auch nicht angesprochen , wo es doch eigentlich um diesen Grundrechtseingriff per staatlicher Überwachung geht
