Mr President , ladies and gentlemen , Prime Minister , Greece was not found wanting in its encounter with history. Indeed , the draft Constitution , whose preparation Greece showed it could oversee so clearheadedly , makes a decisive contribution to European history. After a period of national constitutionalism , we are now witnessing a period of European constitutionalism
Herr Präsident , meine Damen und Herren Abgeordneten , Herr Ministerpräsident. Griechenland hat sein Treffen mit der Geschichte bestanden. In der Tat ist der Verfassungsentwurf , deren Erarbeitung Griechenland mit Scharfsinn zu begleiten wusste , ein entscheidender Beitrag zur Geschichte Europas. Nach einer Zeit des nationalen Konstitutionalismus erleben wir nun eine Zeit des europäischen Konstitutionalismus
Moreover , though sceptics may criticise this European constitutionalism , which will not replace national constitutions. Instead , it represents a break , a highly creative shift in the European spirit.Greece has also , however , shown itself worthy of the classical humanism as expressed by Gorgias , who said man is the measure of all things'. It also showed it could resist those who wanted to turn immigration policy into a tool of repression against those immigrants who are attracted to Europe as a land of work , prosperity and peace
Und auch wenn die Skeptiker den europäischen Konstitutionalismus kritisieren , der die nationalen Verfassungen nicht ablösen wird , stellt er doch im Grunde einen Bruch , einen zutiefst kreativen Umbruch im europäischen Denken dar.Griechenland hat es aber auch verstanden , dem klassischen Humanismus in den Worten Gorgias gerecht zu werden , der sagte : Der Mensch ist das Maß aller Dinge. Es wusste denjenigen zu widerstehen , die aus der Einwanderungspolitik eine Art Abwehr gegen die Einwanderer machen wollten , gegen die , die mit Europa als Land der Arbeit , des Wohlstands und des Friedens liebäugeln
All the Member States have to do is simply accept the project that came out of the Convention and give up on the damaging idea of rewriting it or of pulling it apart. Some States actually appear to want to be negative about Europe ; countries that are obsessed with the fact that they are big or , conversely , that they are small. Some countries appear to demand only rights and make no mention of duties and others are more concerned about creating blocking minorities than working majorities. If this happens and if national self - interest prevails , what will be the fate of the European spirit and of the historical idealism associated with European integration. This would sound their death - knell and would scupper them for good.I , like many European citizens , also wish to have a Constitution that is more federal , more socially minded , and which encompasses a genuine common foreign and defence policy. This Constitution must then be given legitimacy , as a constitutional text must be , by the citizens , by means of a referendum. I do , however , accept and support the current text , which represents enormous progress , in both form and content , and which heralds a new era of European constitutionalism
Alles , was die Mitgliedstaaten tun müssen , ist , den aus dem Konvent hervorgegangenen Entwurf zu übernehmen und die verhängnisvolle Idee aufzugeben , ihn umzuschreiben oder auseinander zu nehmen. In der Tat gibt es Staaten , die Europa scheinbar eine Absage erteilen wollen , die von ihrer Größe oder – im Gegensatz dazu – ihrer Kleinheit besessen sind. Andere fordern scheinbar lediglich Rechte und keine Pflichten , wieder andere sorgen sich mehr darum , Blockademinderheiten zu schaffen denn Mehrheiten für die Arbeit. Wenn dies eintritt und nationale Egoismen sich durchsetzen , welche Zukunft hätte der europäische Geist und der mit dem europäischen Aufbauwerk verbundene historische Idealismus. Das wäre ihr Todesstoß , ihr endgültiger Untergang.Auch ich möchte , wie viele europäische Bürger , eine stärker föderale , sozialere Verfassung mit einer echten Gemeinsamen Außen - und Verteidigungspolitik. Diese Verfassung muss , wie es sich für einen solchen Text gehört , ihre Legitimität von den Bürgern , durch ein Referendum erhalten. Ich akzeptiere und unterstütze jedoch den gegenwärtigen Text , der sowohl formell als auch inhaltlich einen gewaltigen Fortschritt darstellt und eine neue Ära des europäischen Konstitutionalismus einleitet. Deshalb sage ich : „Es lebe die Verfassung.“
