Ombudsman. - Madam President , I would like to thank the honourable Members for this opportunity to address Parliament on my Annual Report for 2006. I also wish to thank the rapporteur , Ms Sbarbati , and the Committee on Petitions , for their excellent report.My report records progress in handling complaints , promoting good administration and providing knowledge about the Ombudsman's role. I received 3 830 complaints in 2006. That means that the total number of complaints has stabilised at around the level reached following the 53% increase in 2004.I am delighted to inform you that the proportion of complaints falling within the mandate has gone up. This suggests that citizens are beginning to have a better knowledge both of my mandate and of that of my national and regional colleagues in the European Network of Ombudsmen , which is thus commensurately strengthened to the benefit of all concerned
Bürgerbeauftragter. - Frau Präsidentin. Ich bedanke mich bei den Abgeordneten für die Möglichkeit , vor dem Parlament über meinen Jahresbericht 2006 sprechen zu können. Außerdem danke ich der Berichterstatterin , Frau Sbarbati , und dem Petitionsausschuss für ihren exzellenten Bericht.Mein Bericht spiegelt Fortschritte bei der Bearbeitung von Beschwerden , bei der Förderung guter Verwaltungspraxis und bei der Aufklärung über die Rolle des Bürgerbeauftragten wider. Im Jahr 2006 erhielt ich 3 830 Beschwerden. Das bedeutet , dass sich die Anzahl der Beschwerden auf dem bisherigen Niveau stabilisiert hat , nachdem 2004 noch ein Anstieg von 53 % zu verzeichnen war.Ich bin erfreut , Ihnen mitteilen zu können , dass der Anteil der Beschwerden , die in meine Zuständigkeit fallen , gestiegen ist. Das zeigt , dass die Bürger allmählich mein Mandat wie auch das meiner nationalen und regionalen Kollegen im Europäischen Netzwerk der Bürgerbeauftragten besser verstehen , so dass dieses zum Nutzen aller gestärkt wird
I think that shows that our approach is very serious here and we do not want to promise any cloud cuckoo land.Another challenge before us - admittedly we have been pushed into action here by official discussions in various quarters - is the need to bring some transparency into this Parliament. We shall accept this responsibility and take up this challenge. Not because we are afraid of being forced to do so. No , we want the public to know that we have nothing to hide here. We are endeavouring to create a serious basis for what we do here , i.e. financing for the groups , and we want a set of rules so that the European political parties and party organisations can raise funds. You cannot call for this sort of development at European level without financing the basis commensurately , that is quite right. The basis must be clearly visible so that our citizens know what money is going where. We shall do everything we can to make progress on this point and to bring more transparency into the process , so that everyone can see what money is going where and can judge if it is appropriate or unsuitable and criticism can then be levied where criticism is needed
Wir haben als weitere Herausforderung , daß wir auch - zugegebenermaßen angestoßen durch die öffentliche Diskussion an verschiedenen Stellen - Transparenz in dieses Parlament hineinbringen müssen. Wir nehmen diese Verantwortung , diesen Auftrag auf. Nicht weil wir davor Angst hätten , daß wir jetzt getrieben werden. Nein , wir wollen , daß die Öffentlichkeit weiß , wir haben hier nichts zu verbergen. Wir bemühen uns , eine seriöse Grundlage für das zu bekommen , was wir hier machen , nämlich die Finanzierung von Fraktionen und auch eine Regelung , damit die europäischen politischen Parteien und Parteienorganisationen Geld bekommen. Man kann nicht sagen , es soll eine entsprechende Entwicklung auf europäischer Ebene geben , aber die Grundlage soll nicht entsprechend finanziert werden , was natürlich richtig ist. Dies muß deutlich erkennbar sein , damit der Bürger auch weiß , wo welches Geld hingeht. Wir werden alles daran setzen , an dieser Stelle Fortschritte zu machen und mehr Transparenz in die Wege zu leiten , damit jeder auch sehen kann , welche Mittel wohin fließen , damit beurteilt werden kann , ob das angemessen oder nicht angemessen ist , damit dann die Kritik angebracht werden kann , wenn sie notwendig ist
I think that economically the emerging economies can certainly take on the sort of requests we are making , not only because they are obliged to reciprocate proportionately and commensurately , because that is the principle on which the world trade system and its negotiations are based , but also because they would benefit from it. They would benefit from the progressive opening - up of their industrial sectors by a reasonable lowering of their applied industrial tariffs. I say applied because the bound duties will come down. They are already being reduced autonomously in many cases amongst the emerging economies. I do not underestimate the benefit to the global economy as a whole , as well as to us in Europe , of those autonomous reductions in tariffs being consolidated by means of a ratchet so that the liberalisation cannot be reversed.I think it is understood by our negotiating partners that , quite apart from the economics , the politics dictate that there must be reciprocity , flexibility and moves in the area of industrial tariffs and services if we are going to be able to demonstrate clearly to our constituents that there really is a worthwhile return for the enormous payments we are making into this round in order to bring the negotiations to a successful conclusion.Subject : Introduction of the euro in SwedenWhat is the Commission planning to do to induce Sweden , in line with its Treaty obligations , finally to introduce the euro.What effect is Sweden's negative example having on the debates on the euro in Poland and the Czech Republic. I met with policymakers in the Administration , with a number of key law - makers on the Hill , and with constituencies like the National Farm Bureau and the National Association of Manufacturers
Mitglied der Kommission. Schweden ist gegenwärtig einer der elf Mitgliedstaaten , für die eine Ausnahmeregelung bei der Einführung der gemeinsamen Währung gilt. Die Mitgliedstaaten , für die eine Ausnahmeregelung gilt , sind verpflichtet , den Euro als ihre Währung einzuführen , und dazu müssen sie tätig werden , um die im Vertrag festgeschriebenen Konvergenzkriterien zu erfüllen. Der Vertrag legt jedoch keine Fristen für die Erfüllung dieser Verpflichtung durch die Mitgliedstaaten fest.Im Konvergenzbericht 2004 stellte die Kommission fest , dass Schweden das Kriterium der Preisstabilität , das Kriterium der Finanzlage der öffentlichen Hand und das Kriterium der Konvergenz der langfristigen Zinssätze erfüllt hat. Aber in demselben Konvergenzbericht urteilte die Kommission , dass Schweden das Wechselkurskriterium nicht erfüllt hat , demzufolge das untersuchte Land die im Rahmen des Wechselkursmechanismus des Europäischen Währungssystems vorgesehenen normalen Bandbreiten zumindest in den letzten zwei Jahren vor der Prüfung ohne starke Spannungen eingehalten haben muss.Darüber hinaus wies die Kommission im Konvergenzbericht 2004 darauf hin , dass die schwedischen Rechtsvorschriften nicht völlig mit Artikel 108 und Artikel 109 des EG - Vertrags in Einklang standen. Angesichts dieser Beurteilung zog die Kommission den Schluss , dass der Status Schwedens als Mitgliedstaat , für den eine Ausnahmeregelung gilt , nicht geändert werden müsste.In Übereinstimmung mit dem Vertrag werden die Kommission und die Europäische Zentralbank den nächsten Konvergenzbericht vor Ende dieses Jahres veröffentlichen
