The Members of this institution should feel a strong obligation to the taxpayers of Europe , for it is their money that is pouring through the holes of the colander. The British Government is under an obligation to spend taxpayers’ money wisely and yet it goes on tamely writing the cheques to the European Union.Make no mistake , I shall go on being the conscience of this institution. I shall keep pointing out what a disaster it is. My conscience is clear. Is yours , I ask. Incidentally , I look at the attendance of Members here today as an indication of the importance they attach to the handling of the taxpayers’ money by the European Union
Die Abgeordneten dieses Hauses sollten sich den europäischen Steuerzahlern gegenüber verpflichtet fühlen , denn es ist deren Geld , dass durch das Sieb rinnt. Die britische Regierung hat die Pflicht , die Steuergelder überlegt auszugeben , trotzdem stellt sie brav Schecks für die Europäische Union aus.Auf eines können Sie sich verlassen : Ich werde auch künftig das Gewissen dieser Einrichtung sein und klipp und klar sagen , was für eine Katastrophe sie ist. Mein Gewissen ist rein. „Auch das Ihre.“ , frage ich Sie. Übrigens , wenn ich mir die Anwesenheit heute so anschaue , dann kann ich das wohl als Hinweis darauf werten , welche Bedeutung die Abgeordneten dem Umgang mit den Geldern der europäischen Steuerzahler beimessen. Mehr ist dazu wohl nicht zu sagen

Put out a memorandum in which you , the Court of Auditors , cannot really discharge your duties because you lack the powers , because there are things that you are not allowed to do , and because the way in which your staff are selected – which , politically speaking , is what makes everything happen – means that you are not in a position to perform your functions. Do that , and you really will be doing Europe a service. That would be a first step towards transparency and towards making monitoring possible , both of which we need if we are to help this Union of ours regain its credibility. Sagen Sie selbst als Rechnungshof , dass Sie Ihren Aufgaben gar nicht wirklich nachkommen können , weil Sie die Zuständigkeiten nicht haben , weil Sie dieses und jenes nicht dürfen , und weil Sie eigentlich auch durch die personelle Auswahl – die Art , wie dies alles politisch zustande kommt – gar nicht in der Lage sind , die Aufgaben zu erfüllen. Das wäre ein echter Dienst an Europa. Das wäre ein erster Schritt in Richtung Transparenz und Kontrollmöglichkeiten , welche wir brauchen würden , um dieser Union wieder zu Glaubwürdigkeit zu verhelfen. The nation states would be far better off looking after their own interests. Personally I would not trust the European Commission , past or present , to look after my grandchildren’s pocket money. Three weeks ago I made a speech in this House calling for the 2006 budget to be rejected on the grounds that this Parliament has no business authorising further expenditure when we have the shame of a decade of dodgy unapproved accounts behind us.Well , this is year eleven ; it is a shameful situation that cannot continue. The Court’s latest report is another litany of the failings of European Commission bureaucracy. We were promised that a new computer system would close all the loopholes. Für die Nationalstaaten wäre es viel besser , wenn sie ihre Interessen selbst vertreten. Weder der jetzigen noch einer früheren Europäischen Kommission hätte ich je das Taschengeld meiner Enkelkinder anvertraut. Vor drei Wochen habe ich in einem Beitrag vor diesem Haus gefordert , den Haushalt 2006 mit der Begründung abzulehnen , dass dieses Parlament nicht das Recht hat , weitere Ausgaben zu genehmigen , wo wir doch seit zehn Jahren auf unseren höchst zweifelhaften Rechnungsabschlüssen sitzen geblieben sind.Das ist nun schon das elfte Jahr , und diese empörende Situation muss ein Ende haben. Der jüngste Bericht des Rechnungshofs ist eine weitere Litanei der Versäumnisse durch die Bürokratie der Europäischen Kommission. Man hatte uns versprochen , dass das neue Computersystem sämtliche Schlupflöcher schließen würde. In Wirklichkeit ist es aber so , dass der Rechnungsabschluss etwa so wasserdicht ist wie ein Sieb
