I am not entirely happy , however , with the title of the White Paper. The use of the term kognitive Gesellschaft for learning society in the German version is imprecise as well as inadequate , because general education must not be purely about cognition but must also comprise emotional , social and ethical learning processes. We must not lose sight of the aim of instilling values. For that reason I moved that the subtitle be amended to Teaching and learning - an ethically defensible way towards a knowledge - orientated society , but that , unfortunately , was not adopted by the Committee on Culture , Youth , Education and the Media.Be that as it may , I am pleased that another of my amendments was incorporated into the opinion of the Committee on Culture and is also reflected in Mrs Waddington's report - albeit in less emphatic form than I should have wished. It is about the importance of pre - school education for all , and especially for disadvantaged children , as a means of enhancing equality of opportunity and hence of preventing social exclusion. The nursery school , as the initial stage in the education system , must be the focus of far greater attention than has hitherto been devoted to it in most European countries. The findings of brain research show that a large number of skills and inclinations are established during the first six years of human life. The earliest possible introduction to general education , with special emphasis on artistic elements and on exposure to foreign languages in the context of games , promotes creativity and lays the foundations for a broad educational spectrum
Etwas unzufrieden bin ich allerdings mit dem Titel des Weißbuches. Der Begriff kognitive Gesellschaft ist unpräzise und zudem unvollständig , denn die Allgemeinbildung muß nicht nur kognitive , sondern auch emotionale , soziale und ethische Lernprozesse umfassen. Wir dürfen das Ziel der Werteerziehung nicht aus den Augen verlieren. Ich habe daher eine Änderung des Titels in Lehren und Lernen - auf einem ethisch verantwortbaren Weg in eine wissensorientierte Gesellschaft vorgeschlagen , die aber leider von dem Kulturausschuß nicht angenommen wurde.Ich freue mich hingegen darüber , daß ein anderer meiner Änderungsanträge in die Stellungnahme des Kulturausschusses übernommen wurde und er auch im Bericht von Frau Waddington seinen Niederschlag findet - wenn auch etwas weniger nachdrücklich , als ich mir das gewünscht hätte. Es geht hier um die Bedeutung der Vorschulerziehung für alle , insbesondere für benachteiligte Kinder , um die Chancengleichheit zu erhöhen und dadurch sozialer Ausgrenzung vorzubeugen. Der Vorschule muß als unterster Stufe der Ausbildung sehr viel mehr Beachtung geschenkt werden , als das bislang in den meisten europäischen Ländern der Fall ist. Ergebnisse der Hirnforschung belegen , daß bereits in den ersten 6 Jahren eines Menschenlebens eine große Anzahl von Fähigkeiten und Neigungen festgelegt wird. Eine möglichst frühzeitige ganzheitliche Erziehung unter besonderer Berücksichtigung musischer Elemente und eines spielerischen Umgangs mit Fremdsprachen fördert die Kreativität bei Kindern und legt den Grundstein zu einem umfassenden Bildungsspektrum.Eine solche vorschulische Erziehung kann darüber hinaus sozialer Ausgrenzung vorbeugen , da gewährleistet wird , daß alle Kinder bereits vor dem Eintritt in die Schule auf spielerische Weise an das Lernen herangeführt werden
