Mr President , having listened to the Commission this afternoon and noted Mr Fischler's numerous and categoric rejections of our amendments , I think it is time we reflected on the usefulness and role of Parliament in this matter , as well as the importance which is accorded to the political wishes we express through our requested opinions.I do not want to repeat the reasons for the Union's lack of control over the destiny of this sector , sacrificed as it is on the altar of globalization. Nevertheless , I would remind you that Community production of bananas is specific in every way , for it is an activity carried out in the ultra - peripheral areas which suffer the difficulties we are all aware of , and that it covers only 20 % of market requirements. Furthermore , given the aims laid out in Regulation 404/93 , and more particularly the assurance of sufficient income for producers , it is difficult for us to understand why the Commission has considered it unnecessary to provide for adjustments to Title III of the regulation , due to the significant amendments which will be made to the trading arrangements with third countries.Furthermore , in spite of some reluctance on the part of the rapporteur , I am happy with the Committee on Agriculture and Rural Development's proposals and reaffirm that Community production must benefit from the consequences of the most recent enlargement and a possible increase in the market. The system of support to Community production must be adapted to the new rules , due to the raising of the flat rate reference income and to a development in the measures which opens up the right to compensatory aid. The reestablishment of Article 16 of the regulation is a necessity for better developments in market prospects.Mr President , this is briefly my opinion on the direction which the European Parliament's opinion must take with a view to reconciling our interests with those of other producer countries
Herr Präsident , diese Bananenmarktordnung zeigt , daß es doch ein Primat der Politik vor der Wirtschaft geben kann. Auch die Klage vor dem Panel ändert nichts an der Tatsache , daß wir politische Zeichen setzen , daß wir einen Außenschutz installieren , der sich nach sozialen und nicht weniger ökologischen Gesichtspunkten ausrichtet. Es zeigt aber auch , daß hier nicht nur die Interessen der Anbauer zum Tragen kommen. Wenn man die Position der Amerikaner betrachtet , die selbst kaum oder gar nicht oder nur in Hawaii Erzeuger von Bananen sind , sieht man , daß sie nun das Panel in Anspruch nehmen , um ihre Kapitalinteressen oder die Kapitalinteressen der großen Fruitgesellschaften durchzusetzen.Auch die Position der Bundesrepublik war ja nicht getragen von Bananenherstellern oder Produzenten , sondern von Interessen der Handelsunternehmen. Aber es ist ein wirklich gutes Zeichen , daß wir hier trotzdem über eine politische Regelung sprechen können.Herr Kommissar Fischler , es sollte uns Mut machen , in den anderen Bereichen , in denen wir auch keine Überschüsse erzeugen , in den landwirtschaftlichen Produktionen , in den Auseinandersetzungen in der WTO mutig zu sein , politische Zeichen zu setzen und uns nicht vor einem möglichen Panel zu verkriechen , sondern auch dies in Anspruch oder in Kauf zu nehmen , um dann zu vernünftigen Regelungen für eine landwirtschaftliche Erzeugung in Europa zu kommen.Das ist in Kürze , Herr Präsident , die Richtung , die meines Erachtens der Stellungnahme des Europäischen Parlaments zu geben ist , um einen Ausgleich zwischen unseren Interessen und den Interessen anderer Erzeugerländer herbeizuführen
