Mr President , if , like me , you learned the political ropes through many years of experience from the perspective of a minority and in opposition , you will be familiar with the arrogance and nonchalance with which those in power allow themselves to be identified with the institutions in which they have a majority. Then there are the moments of suffocation in which you feel like a fish in an aquarium. You open your mouth nice and wide , but nobody can hear you

Wenn man wie ich die Politik viele Jahre aus der Perspektive einer Minderheit und der Opposition kennen lernt , dann weiß man um die Arroganz und Unbekümmertheit der Macht , sich selbst mit den Institutionen zu verwechseln , in denen sie die Mehrheit hat. Dann gibt es beklemmende Augenblicke , in denen man sich wie ein Fisch in einem Aquarium fühlt
Yes , there are two new Member States. That much is true. Yet a short while ago we gained 10 new Member States and there was no expansion of the offices. There are more MEPs , but not more committees. The Quaestors do not have any extra work any more than the committees do. This motion does not serve to meet Parliament's needs and improve the way it works , but rather to satisfy the greed of the political groups and to pacify their fights about distributing spoils , and all of this at the cost of this House's reputation for dignity and its ability to do its work. So , as a silenced fish in an aquarium where the lights are about to be switched off , I say to you that this is a shameless , unnecessary and politically indefensible act , and we will be voting against it
Vor kurzem gab es zehn neue Mitgliedstaaten , ohne Erweiterung der Ämter. Es gibt mehr Abgeordnete , aber nicht mehr Ausschüsse. Es gibt weder für die Quästoren noch für die Ausschüsse mehr Arbeit. Dieser Antrag dient nicht dazu , die Notwendigkeiten und Funktionen des Parlaments zu erfüllen , sondern um Begehrlichkeiten der Fraktionen und Verteilungskämpfe zu befrieden , alles zu Lasten des Ansehens der Würde , der Arbeitsfähigkeit dieses Hauses. Also sage ich als stummer Fisch in einem Aquarium , in dem gleich das Licht ausgeht : Das ist schamlos , unnötig , politisch nicht zu verantworten , und wir werden dagegen stimmen. Schade ist , dass zwei Abgeordnete dieses Ansinnen verteidigen , aber das ganze Haus morgen Mittag diesen Antrag mit großer Mehrheit beschließen wird. Das ist sehr traurig

Although the path ahead of us remains long and the tasks before us remain considerable , we must acknowledge the work already accomplished by the central and eastern European countries.The remarkable area of individual freedom regained in most of the countries which until recently suffered under communist dictatorship is to the credit of the candidate countries and is a very encouraging sign for the future.Mr President , Lech Walesa , the former president of Poland , is reputed to have said : It is easy to turn an aquarium into fish soup and went on to compare the task ahead of us by stating that : The degree of difficulty associated with the transition of a totalitarian state into a democratic state worthy of the name is comparable to the task of turning a fish soup into an aquarium
Es geht nämlich nicht nur darum , in Rekordzeit die Bestimmungen zu verabschieden , die die Umsetzung der hier diskutierten Vorschriften in nationales Recht ermöglichen , sondern auch darum , sich an den Kooperationsbemühungen zu beteiligen , die die 15 Mitgliedstaaten in den Bereichen Justiz und innere Angelegenheiten lanciert haben.Hierbei handelt es sich für die mittel - und osteuropäischen Länder weniger um ein Problem der Haushaltsmittel , als um eine Frage der veränderten Mentalität. Auch wenn noch langwierige Aufgaben zu bewältigen und zahlreiche Initiativen und Maßnahmen in diesem Bereich zu ergreifen sind , so müssen wir doch auch die Arbeit bewundern , die die mittel - und osteuropäischen Länder bereits vollbracht haben.Der bemerkenswerte Raum an persönlicher Freiheit , der in den meisten Ländern neu geschaffen wurde , die vor noch nicht allzu langer Zeit unter der kommunistischen Diktatur zu leiden hatten , muß den Beitrittskandidaten gutgeschrieben werden ; außerdem stellt er sich als sehr ermutigendes Zeichen für die Zukunft dar.Frau Präsidentin , Lech Walesa , der frühere Präsident der Republik Polen , soll einmal gesagt haben : Es ist leicht , ein Aquarium in eine Fischsuppe zu verwandeln , und er hat dann die vor uns liegende Aufgabe in folgendem Vergleich angesprochen : Der Schwierigkeitsgrad , der den Übergang von einem totalitären Staat zu einem Rechtsstaat , der diesen Namen verdient , kennzeichnet , ist mit der Aufgabe zu vergleichen , die darin besteht , eine Fischsuppe in ein Aquarium zu verwandeln
