In the third paragraph of this amendment there is a call for the setting - up of a separate debt amortization unit

The system for calculating public finances should be changed in such a way that when the productive investment in connection with the trans - European networks is calculated , account is taken only of the costs which give rise to interest and amortization. This would mean that at present those investment costs would represent only one - twentieth of the public investment costs under the current system. Because account would only be taken of 5 % of the cost of such measures , in the form of annual amortization , and because at present full account is already taken of interest - rate costs , the issue is the current focus for the development of the transport networks
Das Haushaltsrechnungssystem muß daher so geändert werden , daß bei den produktiven Investitionen für die transeuropäischen Netze nur die für Zinsen und Tilgung zu tragenden Kosten berücksichtigt werden. Das würde bedeuten , daß diese Investitionskosten gegenwärtig nur ein Zwanzigstel der Aufwendungen für öffentliche Investitionen im jetzigen System ausmachen. It is a matter then , even with this instrument , of building a strategy of political dialogue and concrete collaboration , which might see the European Union , together with the partners in the southern hemisphere , and in particular the ACP countries , committed to the relaunch of effective policies of cooperation for development.The exposure to the Community itself , of the 11 ACP countries for whom the Community initiative provides , is for a relatively small sum. The initiative provides for the possibility of the flexible use of various forms of remission , amortization and reduction of the debt. Parliament asks the Commission to keep it constantly informed and consulted on future developments in Community action , to which we give our support , which will be conditional upon the aims of democratic reform , development , and justice in which Europe must be the leading player
Wir befürworten diese Gemeinschaftsaktion , doch wir machen unsere Unterstützung von der Zielsetzung einer demokratischen Reform , von Entwicklung und Gerechtigkeit abhängig , für die sich Europa stark machen muß.Diese Initiative muß der erste wichtige Schritt zu einer globaleren Auseinandersetzung mit den Problemen sein , die mit der Auslandsverschuldung , einschließlich der multilateralen Verschuldung der ärmsten Länder weltweit , verbunden sind. Das ist die Voraussetzung für die Wiederherstellung der Mindestbedingungen für eine wirtschaftlich und finanziell machbare Zahlungsfähigkeit vieler Länder der Welt.In diesem Rahmen ist die Rolle der Union und ihrer Mitgliedstaaten , die sie eigenständig und auch in den internationalen Institutionen spielen , natürlich von grundlegender Bedeutung
