To rush into amending a treaty which has not yet reached adulthood might be tantamount to throwing out the baby with the bathwater.It is therefore more important to be calm than to agonize over it. Briefly , and apart from questions of cruelty , we are opposed to the non - selective nature of this type of trap. As you know , it is impossible to prevent the trapping of species which in principle are not supposed to be trapped , because the traps are not selective.We also opposed the lack of any clear definition of conventional leghold restraining traps . We opposed the authorization of the use of any of these traps in water , rivers or lakes , as killing traps. At the same time , we were very strongly opposed to the fact that in the wording of the agreement the Commission had accepted a period of five minutes for animals trapped by these devices to agonize and die. I would point out to my fellow - Members that the Commission's proposal was thirty seconds. And it has accepted five minutes as a dying period for animals caught in killing traps.This shows that the Commission wanted an agreement , rather than a good agreement , because the issue at stake was not to create any more problems with the commercial agenda between the United States and Europe , and between Canada and Europe , when there are already so many others
Abgesehen von der Grausamkeit sind wir insgesamt gegen die mangelnde Selektivität dieser Arten von Tellereisen. Es ist ja bekannt , daß unvermeidbar auch Nichtzieltiere mit diesen Tellereisen gefangen werden , da sie nicht selektiv sind.Des weiteren kritisieren wir auch das Fehlen einer klaren Definition dessen , was auf englisch , und jetzt zitiere ich conventional leghold restraining traps genannt wird. Wir sind dagegen , die Verwendung einiger dieser Tellereisen im Wasser , in Flüssen und in Seen als Killing traps zu genehmigen. Gleichzeitig sind wir vehement dagegen , daß die Kommission im Text des Abkommens eine Zeitspanne von fünf Minuten für die Todesangst und den Tod der in diesen Fallen gefangenen Tieren akzeptiert hat. Die Kollegen seien darauf hingewiesen , daß die Kommission dreißig Sekunden vorgeschlagen hatte. Dann hat sie einer fünfminütigen Todeszeit der in den Todesfallen gefangenen Tieren zugestimmt.Dadurch wird deutlich , daß es nicht unbedingt um ein gutes Abkommen , sondern es der Kommission um ein Abkommen ging. Denn Ziel war es , den bestehenden Problemen im Handel zwischen den Vereinigten Staaten und Europa sowie zwischen Kanada und Europa nicht noch weitere Probleme hinzuzufügen. Aus diesem Grund hat sich das Parlament wiederholt gegen den wesentlichen Inhalt dieses Abkommens ausgesprochen
The third question is that of indigenous peoples. There has been a lot of demagoguery about this , because it is a serious problem and must be dealt with seriously. These are the figures - official figures from the Canadian census. Only 1045 natives are full - time professional hunters. According to the Hunters Association , they earn only 1 dollar for 5 dollar's worth of pelt. The money makers here are the fur traders and not the indigenous hinters , Mr President. We have the figures here. These thousand or so full - time professional hunters earn no more than 7000 dollars a year , something that could easily be compensated by regional development aid and other subsidies. We spend more in the European Union on farmers in difficult or mountainous areas. Recognising the seriousness of certain situations I have incorporated into my report amendments tabled by colleagues , which I accept , and propose the following. They should be entitled to take part in the negotiations which began a year ago , with consultative status. We should give these people the greatest possible right - even if Canada does not want to reach an agreement with us , the European Union should give them the opportunity directly to seek an agreement with us , through the Ottawa authorities. We should open up negotiations with them.I return to the subject of cruelty. It is inhumane and cruel , it is impossible to allow animals to die in this way , allowing them to agonize for days on end - this cannot go on , regardless of any other considerations. There are more humane , less cruel ways of hunting and killing. At the end of the 20th century we cannot , as a civilised nation or people , allow this kind of thing to carry on
Überdies hat er noch nicht einmal den Mut , sich heute diesem Parlament zu stellen. Er läßt sich ein weiteres Mal von der Kommissarin für Umweltfragen vertreten , weil er nicht den Mut aufbringt , sich den Abgeordneten dieses Parlaments zu stellen und ihnen zu sagen , daß er sie belogen hat.Thema Nr. 3 sind die indigenen Völker. Zu dieser Frage ist sehr viel Demagogie verbreitet worden , denn sie stellt ein ernstes Problem dar , mit dem man sich ernsthaft auseinandersetzen muß. Die Zahlen , Herr Präsident , liegen uns vor. Es sind offizielle Angaben aus der kanadischen Volkszählung. Demnach gibt es unter den Ureinwohnern nur 1.045 hauptberufliche Jäger , die ausschließlich von der Jagd leben. Und laut Angaben des Berufsverbands der Jäger kommen heute auf jeden Dollar , der als Gewinn aus den Pelzen erzielt wird , fünf Dollar an Kosten. Das Geld aus dem Handel mit Pelzen , Herr Präsident , verdienen also nicht die indigenen Völker sondern die Unternehmen der Pelzindustrie. Nach den uns vorliegenden Zahlen haben die Ureinwohner , von denen etwa eintausend ausschließlich von der Jagd leben , ein Jahreseinkommen von höchstens 7.000 Dollar. In dieser Größenordnung könnte man sehr wohl auch eine Entschädigung im Rahmen von Maßnahmen zur Entwicklungsförderung und individuellen Beihilfen gewähren , denn das gleiche und mehr leisten wir in der Europäischen Union für Landwirte in Gebirgsgebieten und anderen problematischen Regionen. Da ich mir aber bewußt bin , Herr Präsident , daß es hier zum Teil auch Härtefälle gibt , habe ich Änderungsanträge anderer Kollegen , die ich für akzeptabel halte , in meinen Bericht mit aufgenommen. Mein praktischer Vorschlag lautet deshalb wie folgt : Nach einem weiteren Jahr , d.h. nachdem das laufende Jahr 1996 verstrichen ist , gewähren wir diesen Menschen das Recht auf Anwesenheit bei den Verhandlungen und auf Anhörung im Rahmen eines beratenden Status
