These new agreements are ambitious. First of all , they institutionalise and strengthen the political dialogue : the San Jose dialogue with Central America that was initiated in 1984 and the ministerial political dialogue conducted with the Andean Community that goes back to the 1996 Rome Declaration

The cooperation which was initiated in the middle of the 1980s , within the framework of the San - Jose dialogue , must be revived and developed. The political and economic instruments which have been developed and are now in place must be updated and used so that the Union can support the move towards democracy and the protection of Human Rights which has commenced in the region
Die Zusammenarbeit , die Mitte der 80er Jahre im Rahmen des San José - Dialogs begonnen wurde , muße weiterentwickelt und erneuert werden. Das jetzt vorhandene politische und wirtschaftliche Instrumentarium muß eingesetzt und auf den neuesten Stand gebracht werden , damit die Union den Prozeß unterstützen kann , der jetzt eingeleitet worden ist und zu Demokratie und Schutz der Menschenrechte in dem Gebiet führen kann
