Mr President , last week we saw television pictures of the presence of the European Parliament , the Commission , Mr Solana and Mr Patten in Belgrade. We hope that these pictures represent the beginning of the end of the Balkan tragedy. I appreciate the fact that , for the first time , Mr Solana appeared not as the evil oracle from Euripides ancient Greek tragedy Iphigenia , but as the good oracle.A starting point for a policy in the area to dull the feelings of those responsible in connection with any man - made disasters in the area should , I think , be decisively supported by the European Parliament. This House needs to send a message of support for stability , peace and the development of cooperation in the area. The people in the area must understand that there is no question of their becoming big or small , because poverty never makes people big and as long as clashes continue , the only outcome will be poverty and unhappiness and that is all they will share.In this sense , because stability , development and cooperation must be our prime considerations , this is the basic thrust of this motion. The people in the area must understand , as must we , that occupied protectorates in any shape or form never allow economic development , they never allow peace and they never allow countries or people in the area to be strengthened.Thus , the interplay of circumstances surrounding the visit , the interplay of circumstances surrounding the exchanges in Belgrade and the interplay of circumstances for us is an exceptional , useful and crucial interplay and we must help it. We need to understand that , if democracy , peace and cooperation are to succeed , we have to surpass ourselves. This motion , which defines a wide framework which can be used as a political framework for the next round of developments in the area , gives us the prospect of doing so and we should all support it. The 700 Kosovars still detained in Serbia were sentenced in absolute contravention of the laws of the international community
Herr Präsident. Die Völkergemeinschaft und sicher auch die Europäische Union führen derzeit einen komplizierten Balanceakt aus. Auf der einen Seite warten die Kosovo - Albaner ungeduldig auf eine Entscheidung über den endgültigen Status ihres Landes , sie warten auch ungeduldig auf Wahlen , und sie sind noch immer - seien wir ehrlich , begreiflicherweise - von Hassgefühlen gegen die Serben erfüllt. In einem solchen Klima haben die Extremisten freie Hand , beispielsweise in der Gegend von Presevo , wo sie sogar die KFOR - Truppen angreifen , mithin eine Situation , die meines Erachtens auch für Herrn Dupuis völlig inakzeptabel ist. Auf der andern Seite steht die serbische Regierung , die mit neuen Gesichtern und erfreulichen Plänen weitgehend mit der Sympathie der Völkergemeinschaft rechnen kann. Beispielsweise hat sie für das gleiche Gebiet , die Gegend von Presevo , Vorschläge unterbreitet , die meines Erachtens durchaus eine solide Verhandlungsgrundlage bieten und auf die meiner Meinung nach auch alle Albaner eingehen sollten. Wie heute zu beobachten ist , verlagert sich die Sympathie der internationalen Gemeinschaft von den unbequemen Kosovo - Albanern zu den kooperativen Serben. In einem solchen Augenblick - und diesen haben wir jetzt - ist der Balanceakt am schwierigsten. Worin besteht die Aufgabe der EU. Wir müssen von den Serben die Erfüllung ihrer Versprechen einfordern , die , so schön sie auch sein mögen , vorerst nur auf dem Papier stehen. Wir müssen die ethnischen albanischen Extremisten isolieren und den gemäßigten Kosovo - Albanern , sei es durch Überredung , sei es - notfalls - mit Gewalt , ans Herz legen , dass sie mit den Serben zusammenarbeiten müssen und die Serben nicht länger bekriegen und ihre Forderungen nicht weiterhin durchsetzen dürfen. Nochmals , Herr Präsident , ich kann mir vorstellen , dass es etwas Leichteres gibt. Wir alle sollten ihn unterstützen
