Europe must be in the forefront in fighting for effective cooperation and choices which are consistent with the protection of biodiversity , respecting nature and the rights of people , but it must do it with courageous policies , it is not with the ability to give patents and with this directive that one can have an instrument for this purpose.For this directive we must think positively however , when looking at the future of biotechnology. To those who call to mind suggestive and frightening images of pig men or new Frankensteins , as Dario Fo stated recently , I recall other monsters , real and not imaginary : serious illnesses which are not yet beaten , scourges such as cancer and AIDS. This directive can help us to conquer them , giving certainties in terms of regulations to research and industry. Die möglichen Ungleichgewichte zu Lasten der Landwirtschaft und zugunsten der Industrie sowie die Gefahren einer aggressiven Ausbeutung des südlichen Hemisphäre werden von mir zweifellos nicht unterschätzt. Die Europäische Union muß eine führende Rolle bei dem Bemühen um eine effektive Zusammenarbeit übernehmen und dafür kämpfen , daß Entscheidungen getroffen werden , die mit dem Schutz der biologischen Vielfalt im Einklang stehen und bei denen die Natur sowie die Rechte der Völker geachtet werden ; ein solcher Kampf muß jedoch durch eine mutige Politik geführt werden , und das dazu erforderliche Instrument ist nicht mit einem Schutz durch Patente und der vorliegenden Richtlinie erhältlich.Bei der vorliegenden Richtlinie ist hingegen ein positives Denken geboten , wenn es um die Zukunft der Biotechnologie geht. Diejenigen , die Bilder an die Wand malen , durch die Visionen von Monstren oder eines neuen Frankenstein geweckt werden , wie dies vor kurzem auch Dario Fo tat , möchte ich - werter Freund - auf ganz andere Monstren hinweisen , die nicht etwa imaginärer Art , sondern sehr wohl real sind , nämlich schwere , noch nicht bekämpfte Krankheiten , Geißel wie Krebs und Aids
However , it is true that the implementation of many of the civil provisions of the peace plan is facing serious problems. I shall draw attention to some of these , of which everyone is aware. There is only relative freedom of movement : people are able to move around individually and in small groups , but there is no generalized freedom of movement. Only small numbers of refugees have been able to return home , and then usually to territories in which their ethnic or religious group is in the majority. As regards democratization , the options of the democratic opposition political parties are minimal , and I am sorry to say that none of the political forces represented here in the House has made a serious attempt to support the creation of non - ethnic , non - radical political options in the territories of Bosnia - Herzegovina. In my view , this reflects a serious lack of responsibility on the part of all the democratic political parties represented in this Parliament.Karadzic continues openly and directly to pull the strings of the government of the Republika Srpska , and there are considerable doubts that he will be arrested before the elections. And I would say that the responsibility of President Milosevic , who is the real protagonist in the manoeuvring which has led to the disastrous failure to arrest Karadzic , and the responsibility of President Tudjman to remove from political office and detain a number of war criminals in Mostar and Herzegovina , such as Dario Kordis and others who are less well - known , mean that we must keep up strong , sustained and unequivocal pressure on Belgrade and Zagreb if we wish the Bosnian peace process to move forward
Ich möchte einige dieser Probleme aufzählen , obwohl sie jedermann bekannt sind : die Bewegungsfreiheit ist bestenfalls relativ , sie ist in manchen Fällen in bescheidenem Ausmaß gegeben und wird vereinzelt wahrgenommen , nicht jedoch von der ganzen Bevölkerung. Die Rückkehr der Flüchtlinge ist bisher nur sehr vereinzelt möglich gewesen und erfolgte hauptsächlich in jene Gebiete , in denen die eigene ethnische bzw. religiöse Gruppe die Mehrheit hat. Was die Demokratisierung anbelangt , so sind die Möglichkeiten der demokratischen Oppositionsparteien sehr stark eingeschränkt und leider haben die in diesem Parlament vertretenen politischen Kräfte sich nicht darum bemüht , nicht ethnisch orientierte , nichtradikale politische Kräfte im Gebiet von Bosnien - Herzegowina ernsthaft zu unterstützen , und das ist in meinen Augen eine schwere Verantwortungslosigkeit aller Fraktionen dieses Hauses , die wir als demokratisch bezeichnen können.Karadzic hält noch immer offen und unverhohlen die Fäden der Regierung der Serbischen Republik in der Hand , und es darf stark bezweifelt werden , ob er noch vor den Wahlen festgenommen werden wird. Und ich bin der Auffassung , daß sowohl die Verantwortung des Präsidenten Milosevic - welcher der wirkliche Anstifter der Strategien gewesen ist , die zu diesem Desaster bei der Verhaftung von Karadzic geführt haben - als auch die Verantwortung des kroatischen Präsidenten Tudjman - im Zusammenhang mit der Verhaftung von Kriegsverbrechern wie Dario Kordis oder anderen viel weniger bekannten bzw. ihrer Entfernung aus der politischen Führung der Geschicke in Herzegowina und Mostar - uns zwingen , weiterhin auf Zagreb und Belgrad in klarer und entschiedener Form Druck auszuüben , wenn wir wirklich wollen , daß der Friedensprozeß vorankommt
