| The proposals in the 1993 White Paper on growth , competition and employment have still not been implemented. The Commission has submitted a confidence - building pact on employment.The Council is having it examined. The 14 priority projects for the development of trans - European networks are still lying unopened on the table. It is the job of the ministers of finance have to examine these matters. They are considering whether to make ECU 1 billion available to ensure the start - up financing of a project which involves a volume of investment of ECU 45 - 50 billion. Ladies and gentlemen , these same ministers of finance who are considering whether they have ECU 1 billion available for the trans - European networks wordlessly accept the fact that our Union is spending ECU 1 billion a year to subsidize tobacco - growing. People who behave like that are not short of money but short of sense. The single market accounts for 90 % of our goods and services. So long as we do not use this potential first and foremost for growth and employment , so long as we continue to accept the luxury of 14 different currencies in our single market , all the lamentations about the consequences of globalizing the economy will be nothing but feeble excuses | Die Kommission hat einen Vertrauenspakt für Beschäftigung vorgelegt.Der Europäische Rat läßt ihn prüfen. Wer so handelt , ist nicht arm an Geld , sondern arm an Geist. Der Binnenmarkt nimmt 90 % unserer Waren und Dienstleistungen auf. Solange wir dieses Potential nicht zuallererst für Wachstum und Beschäftigung nutzen , solange wir uns in unserem Binnenmarkt den Luxus von 14 verschiedenen Währungen leisten , solange sind alle Klagen über die Folgen der Globalisierung der Wirtschaft nichts als faule Ausrede.Die Öffnung der Grenzen im Binnenmarkt , das ist die neue Freiheit für viele Millionen Menschen in Europa. Europa kann aber nicht zulassen , daß das hohe Gut der Freizügigkeit zunehmend von international organisierten Kriminellen , von Mafia - Millionen und Drogenhandel mißbraucht und diskreditiert wird.Für diese Probleme erwarten die Menschen von der Union eine Lösung |
