I believe that the debate we are having today is an important one , because China – and this not just a throwaway remark – is a great country with a great culture , one which can play an important role in the future if everything happens as it is expected to

Industry is right , of course , in saying that reuse should not be a front for protectionism. Reuse may not be an excuse for thwarting foreign suppliers. Similarly , reuse is not in all cases better for the environment , and there is no reason for making reuse compulsory. Reuse does fulfil an important role , though , that being persuading people that we need to be careful with nature and with materials.The last thing we need is to start reverting to being a throwaway society , not , incidentally , that the public appreciate that anyway , because many people consider discarding anything a waste , a waste of a bottle , a can or the material. Tomorrow , this Parliament will also be discussing the Kok report on the implementation of the Lisbon strategy. Mr Wim Kok has concluded that the pursuit of a sustainable society , one in which man , the environment and the market are in harmony , has , although commendable , not been given due prominence , and that this is due to a lack of political will. He is not saying , though , that we should throw out the Lisbon strategy altogether , and I agree with him. We must set to it and demonstrate political will.In all its modesty , this packaging dossier will provide you with the opportunity of showing your political will tomorrow
Verwertung ist auch nicht unter allen Umständen besser für die Umwelt , und es gibt keinen Grund , Verwertung verbindlich vorzuschreiben. Verwertung kommt allerdings eine wesentliche Funktion zu , nämlich Menschen davon zu überzeugen , dass wir mit der Natur und den Materialien sorgsam umgehen müssen.Ein neuerlicher Schritt in Richtung der Wegwerfgesellschaft ist das Letzte , was wir brauchen , und er findet übrigens bei den Bürgern keinerlei Anklang , denn Wegwerfen ist in den Augen vieler Menschen einfach Verschwendung , Verschwendung einer Flasche , einer Dose oder des Materials. Morgen erörtert dieses Parlament auch den Bericht Kok über die Durchführung der Lissabon - Strategie. Herr Wim Kok gelangte zu dem Schluss , dass das lobenswerte Streben nach einer nachhaltigen Gesellschaft , in der Mensch , Umwelt und Markt im Gleichgewicht sind , aus Mangel an politischem Willen nicht so in den Vordergrund gerückt wurde , wie es ihm gebührt. Gleichwohl sagt er nicht , dass wir die Lissabon - Strategie ganz und gar in den Papierkorb werfen sollten , und darin gehe ich mit ihm konform. Wir müssen uns an die Arbeit machen und politischen Willen zeigen.In all seiner Bescheidenheit bietet Ihnen dieses Verpackungsdossier die Gelegenheit , morgen Ihren politischen Willen zu bekunden. In der Entschließung können wir uns nicht nur dazu äußern , was alles geschehen muss , sondern uns auch für eine konkrete nachhaltige Ergänzung der Verpackungsrichtlinie aussprechen
Madam President , Mrs Hulthén , your report is truly very interesting and I thank you for having accepted the conclusions of the opinion of the Committee on Employment and Social Affairs. I congratulate you on your contributions.I think that we will all agree that the deterioration of the environment has become one of the greatest problems we are currently faced with due to the type of development of the industrial society. Dirty , smelly rivers , rubbish and waste all around , and the irritating smoke in the cities are perhaps the most visible signs of a planet - our planet Earth - which is increasingly polluted. And there is also another form of pollution that is less apparent yet closer to us : the illnesses caused by physical and chemical pollutants.The Commission's communication on the environment and employment is aimed at establishing the general principles of a strategy to allow for the creation of synergy between environmental policy and employment. It is a question of creating jobs that decontaminate the air and the water we pollute , that recycle and reuse the waste we produce , and that reforest our felled woods. In addition , research and technology must meanwhile improve the damage to the environment which will , supposedly , also improve our society.As I believe that we devote more time to talking about the environment and employment than actually implementing real and quantifiable measures to solve these two serious problems , I would modestly call on the Commission to criticize , within the context of the launch of this European strategy , our current throwaway society . It is only in this way , I believe , that we would realize our objective
Frau Präsidentin , wir können dem Bericht von Frau Hulthén sowie den Stellungnahmen des Ausschusses für Regionalpolitik und des Ausschusses für Beschäftigung und soziale Angelegenheiten zustimmen. Gerade in der Stellungnahme des Ausschusses für Regionalpolitik steht etwas sehr Zutreffendes : Die derzeitigen Produktions - und Konsummodelle sind bei weitem nicht nachhaltig , wie es auch das Fünfte Umwelt - Aktionsprogramm sagt. Und natürlich tragen heutzutage die Industrieländer die Hauptverantwortung für die Umweltsituation auf der Welt.Im Vertrag von Amsterdam wird eine Verknüpfung zwischen Beschäftigung und Umwelt sowie zwischen diesen beiden Bereichen und den übrigen Politiken hergestellt , doch wissen wir alle , daß in der Wirtschafts - und Agrarpolitik Entscheidungen getroffen werden , die mit dem Umweltschutz nichts im Sinn haben.Wir sind daher völlig mit einer Mitwirkung der lokalen und regionalen Gebietskörperschaften an Projekten aus den Strukturfonds und im Umweltbereich einverstanden. Ebenfalls einverstanden sind wir damit , daß Menschen , die in einigen Regionen der Europäischen Union von der Industrie freigesetzt werden , eine Ausbildung erhalten , mit der sie im Gewässerschutz , bei der Abfallverwertung , der Behandlung verseuchter Böden und der Pflege von Naturschutzgebieten tätig werden können.Wie es die OECD richtig sagt , kann der Umweltbereich in den kommenden Jahren ein Beschäftigungswachstum von 5 , 5 % erreichen. Wir können keineswegs behaupten , daß derartige Wachstumsraten auch in anderen Sektoren üblich sind ; vielmehr ist dort ein Rückgang zu beobachten. Daher müssen Beschäftigung und Umwelt unbedingt miteinander verknüpft werden. Wenn sie richtig eingesetzt werden , können sie zweifellos zu einer besseren Umwelt und mehr Beschäftigung beitragen
