Mrs Segelström raised the issue of terrorism and the need for more cooperation , something I wholeheartedly agree with , and heard very strongly articulated in this Parliament when Charles Clarke , the Home Secretary of the United Kingdom , made a powerful case that it is not by building thicker or higher walls that we will effectively counteract terrorism , but rather by deeper and more fulfilling cooperation between the Member States of the European Union. She also made an important point in terms of gender representation in the high levels of office represented at the United Nations Millennium Review Summit. I certainly acknowledge the significance of that point and therefore respectfully suggest that perhaps the Commissioner is better qualified than I to answer it.The final contribution came from Mr dos Santos , in which he explained his own presence at an important international meeting that preceded the Millennium Review Summit. Again , I would simply take this opportunity to reiterate the sincere gratitude , both of the Commission , I believe , and certainly of the Presidency - in - Office , for the tireless efforts of many Members of this Parliament in pursuing what was achieved in the United Nations Millennium Review Summit

Mr President , ladies and gentlemen , the problem of comitology is literally poisoning relations between Parliament and the Council. Indeed , it goes even further : it serves as a screen against public opinion , because the complexity of this comitology mechanism has succeeded in making the opaque fog around decision - making even thicker in the eyes of the public. It is therefore a public service to clarify this obscure process and make it slightly more transparent.When the European Parliament was granted the power of codecision , it might have been assumed that the two arms of the legislature were going to be treated equally. But this was far from the case. Was it treachery , bad faith , incompetence , negligence or ignorance. I have no idea and I am not going to guess. Article 145 of the Treaty on the delegation of implementing powers has still not been amended whereas lawyers generally consider that it should have been. Because it has not been amended , these powers remain with the Council alone , while it ought to be shared equally by the two arms of the legislature.When the case came before the Court of Justice , it departed from its traditional integrationist case - law - which lasted until the number of members increased beyond nine - and kept to a strictly formal interpretation of the texts , against all logic and against the fundamental principles of consistent legal interpretation. In fact , it is not normal for the body - a binary one , in this case - that decides on the law to be different from the one taking decisions on the delegation of its implementation. There is an error of logic in that situation which has only been possible because the lawyers were negligent when they drafted or amended the Treaties.This matter could have been corrected in the Maastricht Treaty
Herr Präsident. Immerhin sind es drei obligatorische und zwei nichtobligatorische Ausschüsse , die im Rahmen der Komitologie und der Gemeinsamen Fischereipolitik eine Rolle spielen. Diesen Ausschüssen kommt eine wichtige Rolle zu , u.a. bei der Vorbereitung von TAC und Quoten und bei der Durchführung der mehrjährigen Ausrichtungsprogramme für die gemeinschaftliche Fischereiflotte.Die Beziehungen zwischen dem Ausschuß für Fischerei und den genannten Komitologieausschüssen haben zwei Hauptaspekte. Zum einen erhält der Ausschuß für Fischerei Informationen über die Tätigkeiten der Ausschüsse , und zum anderen haben die Mitglieder des Ausschusses die Möglichkeit , an Sitzungen der betreffenden Ausschüsse als Beobachter teilzunehmen. Doch die Informationen sind unzureichend , und sie kommen oft zu spät , und auch die derzeitige Regelung für die Entsendung von Beobachtern ist mehr als unbefriedigend , eigentlich sogar unwürdig. Ein Antrag auf Änderung wurde leider bisher immer abgelehnt.Frau Aglietta beschreibt uns drei Ziele , d.h. drei gute Gründe für einen neuen Beschluß über die Komitologie ; da geht es nämlich um Vereinfachung , Demokratisierung und Transparenz. Der Ausschuß für Fischerei teilt die Ansicht , daß Verbesserungen in diesen Bereichen absolut und sehr schnell notwendig sind. Dazu kam es nicht , und dies ist wiederum darauf zurückzuführen , daß sowohl das Parlament als auch die Kommission nicht sonderlich um eine Klarstellung bemüht waren
